FY2021 SUPPORTING EQUITABLE DEVELOPMENT AND ENVIRONMENTAL JUSTICE IN BROWNFIELDS COMMUNITIES $600,000.00

This notice announces the availability of funds and solicits applications from eligible entities, including nonprofit organizations, to provide technical assistance to communities on the integration of environmental justice and equitable development when developing solutions to brownfields cleanup and revitalization challenges.

Fiscal Year 2020 - Fiscal Year 2021 Tribal Wetland Program Development Grants $250,000.00

Wetland Program Development Grants (WPDGs) assist state, tribal, local government (S/T/LG) agencies and interstate/intertribal entities in developing or refining state/tribal/local programs which protect, manage, and restore wetlands. The primary focus of these grants is to develop/refine tribal wetland programs. In this Request for Applications (RFA) the U.S. Environmental Protection Agency is soliciting applications from eligible applicants to develop or refine tribal wetland programs as described in Section I, FUNDING OPPORTUNITY DESCRIPTION. Tribes and intertribal consortia are eligible to apply under this announcement. Non-profit organizations, states, and interstate organizations are not eligible to compete under this RFA. Under this announcement, as is more fully explained in Section I, there will be two separate applicant tracks for eligible applicants. Eligible tribes can submit proposals under either Track One or Track Two, while eligible intertribal consortia can only submit proposals under Track Two. Applicants under each track will only compete for awards against other applicants in their track. See Section V of the announcement for further information. EPA has discretion to contact the applicant if necessary to discuss the most appropriate track for their proposal. This RFA following EPA policy is now soliciting applications and not proposals. Please check Section IV of the announcement for all forms that will now be required at time of application submission before RFA closing date. Applications are due January 15, 2021. The total amount of federal funding available under this announcement is for approximately $3,118,000 expected depending on Agency funding levels, which may vary from year to year, and other applicable considerations. The EPA anticipates awarding approximately $900,000 in federal funds under Track One and approximately $553,000 in federal funds under Track Two. Awards will likely range from $25,000 to $250,000 in federal funds. All applicants must describe in their proposal how they will contribute the required minimum cost share/matching funds (see Section III.B of the announcement for information on the non-federal cost share/match requirement). It is anticipated that the assistance agreements awarded under this announcement will have one to four year project periods starting after June 2021. 2021 DIESEL EMISSIONS REDUCTION ACT (DERA) NATIONAL GRANTS $4,000,000.00

EPA’s Office of Transportation and Air Quality is soliciting applications nationwide for projects that achieve significant reductions in diesel emissions.Eligible diesel vehicles, engines and equipment may include buses, Class 5 – Class 8 heavy-duty highway vehicles, marine engines, locomotives and nonroad engines, equipment or vehicles such as those used in construction, handling of cargo, agriculture, mining or energy production.Eligible diesel emissions reduction solutions include verified retrofit technologies such as exhaust after-treatment technologies, engine upgrades, and cleaner fuels and additives, verified idle reduction technologies, verified aerodynamic technologies, verified low rolling resistance tires, certified engine replacements and conversions, and certified vehicle or equipment replacement.Eligible entities include regional, state, or local agencies; tribal governments (or intertribal consortia) and native villages; or port authorities, which have jurisdiction over transportation or air quality, and nonprofit organizations or institutions that: a) represent or provide pollution reduction or educational services to diesel fleets or b) have, as their principal purpose, the promotion of transportation or air quality. Although private fleet owners are not eligible to apply directly to EPA for DERA funding, both public and private fleets can benefit from the programs implemented by DERA national grant recipients.Priority for funding is given to fleets operating in areas designated as having poor air quality and fleets which service goods movement facilities. Further priority for funding is given to projects with outcomes that benefit affected communities, those that engage affected communities in the design and performance of the project, and those which demonstrate the ability to promote and continue efforts to reduce emissions after the project has ended.

FY 2021-22 Region 7 Healthy, Resilient, and Sustainable Materials Management Grant $200,000.00

The U.S. Environmental Protection Agency, Region 7 (EPA) is issuing a Request for Applications (RFA) from eligible entities to address at least one (1) of the EPA’s Sustainable Materials Management (SMM) Key Pillars and Program Focus Areas identified in Section I.C. Applications must demonstrate the SMM benefit to states, tribes, and/or communities within Region 7, which includes Iowa, Kansas, Missouri, and Nebraska.The total amount of federal funding potentially available under this announcement is approximately $600,000 (up to $300,000 in FY 2021 funds and up to $300,000 in FY 2022 funds based on anticipated funding, which is not guaranteed and may change). The number and dollar amount of awards issued is contingent upon funding availability (e.g., Congressional appropriations), satisfactory performance, the quality of applications received, and other applicable considerations. Environmental Justice Collaborative Problem-Solving (EJCPS) Cooperative Agreement Program $160,000.00

The U.S. Environmental Protection Agency (EPA) is working to improve the environment and public health conditions of low-income communities and communities of color through the advancement of racial equity and environmental justice. This funding announcement supports the priorities detailed in President Biden’s Executive Order 13985 titled Advancing Racial Equity and Support for Underserved Communities Through the Federal Government and Executive Order 14008 titled Tackling the Climate Crisis at Home and Abroad. EPA continues to make effective responses to the Novel Coronavirus (COVID-19) and the climate crisis top priorities. To address these multiple crises, this announcement places emphasis on projects focusing on COVID-19 impacts, as well as climate and disaster resiliency. The Environmental Justice Collaborative Problem-Solving (EJCPS) Cooperative Agreement Program provides funding to support community-based organizations in their efforts to collaborate and partner with local stakeholder groups (e.g., local businesses and industry, local government, medical service providers, and academia) as they develop community-driven solutions that address environmental and/or public health issues for underserved communities. For purposes of this announcement, the term “underserved community” refers to a community with environmental justice concerns and/or vulnerable populations, including people of color, low income, rural, tribal, indigenous, and homeless populations. Eligible projects must demonstrate use of the Environmental Justice Collaborative Problem-Solving Model to support their collaborative efforts during the project period. Under this solicitation, therefore, there will be two separate ranking lists developed- one for small non-profit organizations of 10 or fewer full-time employees and one for all other eligible applicants as further described in this solicitation.
