The U.S. Environmental Protection Agency (EPA) – as part of its People, Prosperity and the Planet (P3) Award Program – is seeking applications proposing to research, develop, design, and demonstrate solutions to real world challenges. The P3 competition highlights the use of scientific principles in creating innovative technology-based projects that achieve the mutual goals of improved quality of life, economic prosperity and protection of the planet – people, prosperity, and the planet. The EPA offers the P3 competition to respond to the needs of people in the United States (U.S.)—including those in small, rural, tribal and/or disadvantaged communities. EPA’s Office of Transportation and Air Quality is soliciting applications nationwide for projects that achieve significant reductions in diesel emissions.Eligible diesel vehicles, engines and equipment may include buses, Class 5 – Class 8 heavy-duty highway vehicles, marine engines, locomotives and nonroad engines, equipment or vehicles such as those used in construction, handling of cargo, agriculture, mining or energy production.Eligible diesel emissions reduction solutions include verified retrofit technologies such as exhaust after-treatment technologies, engine upgrades, and cleaner fuels and additives, verified idle reduction technologies, verified aerodynamic technologies, verified low rolling resistance tires, certified engine replacements and conversions, and certified vehicle or equipment replacement.Eligible entities include regional, state, or local agencies; tribal governments (or intertribal consortia) and native villages; or port authorities, which have jurisdiction over transportation or air quality, and nonprofit organizations or institutions that: a) represent or provide pollution reduction or educational services to diesel fleets or b) have, as their principal purpose, the promotion of transportation or air quality. Although private fleet owners are not eligible to apply directly to EPA for DERA funding, both public and private fleets can benefit from the programs implemented by DERA national grant recipients.Priority for funding is given to fleets operating in areas designated as having poor air quality and fleets which service goods movement facilities. Further priority for funding is given to projects with outcomes that benefit affected communities, those that engage affected communities in the design and performance of the project, and those which demonstrate the ability to promote and continue efforts to reduce emissions after the project has ended.

Insular areas include the U.S. Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands.

The Healthy Communities Grant Program is EPA New England’s main competitive grant program to fund work directly with communities to support EPA’s mission to reduce environmental risks, protect and improve human health and improve the quality of life. The Healthy Communities Grant Program will achieve this through identifying and funding projects that:Target resources to benefit communities at risk [areas needing to create community resilience, environmental justice areas of potential concern, sensitive populations (e.g., children, elderly, tribes, urban and rural residents, and others at increased risk)].Assess, understand, and reduce environmental and human health risks.Increase collaboration through partnerships and community-based projects.Build institutional and community capacity to understand and solve environmental and human health problems.Advance emergency preparedness and ecosystem resilience. Achieve measurable environmental and human health benefits.

Reducing emissions from diesel engines is one of the most important air quality challenges facing the country. From transportation to energy generation, the diesel engine powers almost every sector of the American economy. Due to improved EPA diesel engine regulations and emissions standards over the past few decades, engines currently coming off the manufacturing line are now sixty times cleaner than before. However, despite these tighter standards for new engines, the nearly eight million legacy diesel engines already in use continue to emit large amounts of PM2.5 and NOx. These air pollutants contribute to serious public health problems like asthma, lung disease, and various other cardiac and respiratory illnesses, which result in thousands of premature deaths, millions of lost workdays, and numerous other negative health impacts every year in the United States.The Diesel Emissions Reduction Act (DERA) program promotes an array of diesel emissions strategies by working with manufacturers, fleet operators, air quality professionals, environmental and community organizations and state and local officials to address the varying priorities of different regions and sectors. DERA supports environmental justice by prioritizing emissions reductions in areas receiving disproportionate impacts from diesel fleets to provide an environment where all people enjoy the same degree of protection from environmental and health hazards.

The Lead Pipe Inventory and Public Engagement (LPIPE) Demonstration Grant Program is EPA Region 1’s competitive grant program to fund work directly with overburdened and underserved communities in New England that still have high prevalence of lead pipes to support EPA’s mission to reduce environmental risks from lead in drinking water, protect and improve human health, and improve the quality of life by reducing exposure to lead in drinking water through identification of lead service lines and public engagement. The LPIPE Demonstration Grant Program will achieve this through identifying and funding projects that:Target resources to benefit pollution overburdened and underserved communities, including environmental justice areas of potential concern and sensitive populations (e.g., children, and those who have pre-existing medical conditions and are therefore at increased risk from lead poisoning.Reduce environmental and human health risks associated with lead in drinking water from lead service lines.Increase collaboration through partnerships and community-based projects that raise awareness of the presence of lead service lines and provide education and outreach to families to prevent exposure to lead in drinking water.

The EPA South Florida Program provides competitive grants to address the immediate and emerging ecological pressures and threats to south Florida waters including fresh waters, estuaries, bays, and coral reef, central to South Florida’s economic and ecological wellbeing. Aquatic ecosystems play a vital role supporting healthy and resilient estuaries, coastal, inland, and near-shore infrastructure by providing food, habitat, nutrient removal, water filtration, storm attenuation, carbon storage, shoreline stabilization, and other financial and tangible benefits.This RFA solicits applications for the South Florida Program region that includes the 16-county area covered by South Florida Water Management District as well as the Florida Keys; Florida Reef Tract; Caloosahatchee Estuary; Indian River Lagoon, St. Lucie Estuary; Florida Bay, and Biscayne Bay.
