The purpose of this FOA is to provide funding for up to one (1) private, non-profit organizations that will provide entrepreneurial development services to women, with an emphasis on socially and economically disadvantaged entrepreneurs in locations that are outside of the geographical areas of existing WBCs for the City of Tulsa (OK). Eligible applicants must be private, non-profit organizations with 501(c) tax exempt status from the U.S. Treasury’s Internal Revenue Service and must provide services to the City of Tulsa (OK). An organization that is operating, or has operated an SBA funded WBC, within the past five (5) years, if selected, will be awarded as an Initial Phase Project. Likewise, an organization that previously operated an SBA-funded WBC (but that is no longer operating), if eligible to apply and selected, will also be awarded as an Initial Phase Project since this application will be treated as an effort to re-establish the WBC. Furthermore, recognizing the important role that Minority Serving Institutions (MSIs) (e.g., Historically Black Colleges and Universities [HBCUs], Hispanic-Serving Institutions [HSIs] from the Hispanic Association of Colleges and Universities [HACU], and Asian American Native American Pacific Islander Institutions [AANAPISIs]) play in meeting the needs of socially and economically disadvantaged markets, this program announcement seeks to encourage MSIs to provide entrepreneurial development services to socially and economically disadvantaged entrepreneurs. MSIs, HBCUs, HSIs, HACU, AANAPISIs and their auxiliary entities are encouraged to apply. Additionally, religious organizations are encouraged to apply. Such organizations are not required to alter their religious character to participate in a government program, nor to cease engaging in explicitly religious activities outside the program, nor effectively to relinquish their Federal statutory protections for religious hiring decisions. Likewise, other organizations meeting the WBC program eligibility criteria, as well as other organizations serving socially and economically disadvantaged entrepreneurs, are also encouraged to apply.

2022 Notice of Funding Opportunity No. OSBDC-2022-02 (Calendar Year) U.S. Small Business Administration / Office of Small Business Development Centers (OSBDC) OPENING DATE: July 30, 2021 CLOSING DATE: September 14, 2021 The U.S. Small Business Administration (SBA) issues Notice of Funding Opportunity No. OSBDC-2021-01 (CY) to invite applications from existing SBDC recipient organization currently funded under the Small Business Development Center (SBDC) Program as authorized by Section 21(a) of the Small Business Act, (15 USC Section 648). The SBDC program is the SBA’s largest matching grant program, funding a service delivery network to provide high quality business and economic development assistance to small businesses and nascent entrepreneurs in order to promote growth, expansion, innovation, increased productivity and management improvement. The SBDCs, in partnership with SBA’s Office of Small Business Development Centers (OSBDC) and SBA District Offices, develop programs and provide business management and other services that enhance the economic development goals and objectives of SBA and their other respective state and local funding partners. The SBDC program is a broad-based system of assistance for the small business community that links the resources of Federal, state and local governments with those of the educational community and the private sector. Although SBA is responsible for the general management and oversight of the SBDC program, a partnership exists between SBA and the Recipient Organization to effectuate the delivery of assistance to the small business community. The purpose of this Funding Opportunity is to invite proposals for funding from private, non- profit microenterprise development organizations; microenterprise development programs run by State/Local/Tribal Governments; or Indian tribes interested in providing assistance and guidance to disadvantaged microentrepreneurs and/or microenterprise development organizations for the purposes stated in this Announcement.

The mission of SBA’s Office of Innovation & Technology, which bears responsibility for administering the FAST program, is to strengthen the technological competitiveness of small businesses across the country through coordination and oversight of the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. The primary mission of the FAST program is to help underrepresented entrepreneurs successfully compete for SBIR/STTR awards.

The purpose of this Program Announcement is to invite proposals for funding from eligible private and non-profit organizations, state, local and tribal agencies, and institutions of higher learning to further build their capacity to market and deliver their existing entrepreneurship training program(s) to service-disabled veteran, veteran entrepreneurs and Reserve Component members who aspire to be small business owners or currently own a small business.

The purpose of this Funding Opportunity is to invite proposals for funding from eligible non-profit organizations, local and state government agencies, private sector firm and institutions of higher education to provide quality training and counseling to veteran small business owners and entrepreneurs. A key component of this Funding Opportunity is for applicants to provide training to transitioning military personnel and spouses through the Boots to Business (B2B) Training Program and to veterans and military spouses through the Reboot Training Program. Additionally, applicants will provide counseling, training, technical and financial skill development, comprehensive business assessments and mentoring services to veteran, active duty, Reserve, National Guard, military spouse and family member entrepreneurs, and small business owners interested in starting, expanding and diversifying small businesses.

The purpose of this Funding Opportunity is to invite proposals for funding from experienced microlending organizations, national and regional nonprofit organizations that have demonstrated experience in providing training support for microenterprise development. Funding awarded under this announcement will be used to provide technical assistance for intermediaries participating in the U.S. Small Business Administration (SBA) Microloan Program to ensure that such intermediaries have the knowledge, skills, and understanding of microlending practice necessary to operate successful SBA microloan programs.

The Trade Facilitation and Trade Enforcement Act of 2015 (HR 644), signed into law on February 24, 2016, made the State Trade Expansion Program a permanent provision of the Small Business Act to make grants to States, and the equivalent thereof, to carry out projects that support develop exports by eligible small business concerns (ESBCs) (as defined in Section 8.1.5). The objective of STEP is to increase (1) the number of U.S. small businesses that export, (2) the dollar value of exports, and (3) the number of U.S. small businesses exploring significant new trade opportunities (as defined in 8.1.15).

South Dakota Only - The Trade Facilitation and Trade Enforcement Act of 2015 provides that STEP grants may be awarded only to “States,” meaning any of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the U.S. Virgin Islands, Guam, the Commonwealth of Northern Mariana Islands, and American Samoa. Therefore, only non-Federal entities that meet this definition are eligible to apply for, and administer an award under this Notice of Funding Opportunity. For purposes of this Notice of Funding Opportunity, the term “eligible non-Federal entity” means a State agency or other entity that, prior to the date of application for this Announcement, has been officially designated by the State Governor, or equivalent thereof (e.g., Mayor of the District of Columbia), as the sole applicant and lead entity for conducting the State’s trade and export activities.
