Prescott Marine Mammal Rescue Assistance 15.683 $100,000.00

The John H. Prescott Marine Mammal Rescue Assistance Grant Program (Prescott Grant Program) provides financial assistance to eligible marine mammal stranding participants to support all aspects of response (i.e., retrieval, care, treatment, rehabilitation, and release, as appropriate) to the stranding of certain marine mammals and for related scientific research. Successful applications will be those aimed at helping support these actions. The Service's Prescott Grant Program will provide support for response to the stranding of wild populations of species under the Department of the Interior's management authority per section 3(12) of the Marine Mammal Protection Act (MMPA). Under this Funding Opportunity, the Service will select projects for funding based on how well and to what extent they support the species-specific priority activities. As required under the Prescott Grant Program (section 408(a)(2)(A)), the Service will give preference to those facilities with established records for rescuing or rehabilitating sick and stranded manatees, sea otters, walruses, and polar bears within waters of the United States.

Migratory Bird Joint Ventures (Black Duck Joint Venture) $360,000.00

The Black Duck Joint Venture (BDJV) is a partnership-based program under the North American Waterfowl Management Plan (NAWMP) that promotes the conservation of black ducks by providing scientific information to support effective conservation and management. The U.S. Fish and Wildlife Service (USFWS, or Service), a partner in the BDJV, administers financial assistance awards (grants and cooperative agreements), purchase orders, and contracts on a competitive basis for projects and studies that advance both our and the general scientific community¿s understanding of black duck ecology and is seeking proposals from interested parties. The BDJV will a accept proposals addressing any aspect of black duck ecology and management, but proposals that address priority research needs (see below) will have a greater probability of funding. The USFWS is authorized to support Migratory Bird Joint Ventures through the Fish and Wildlife Act of 1956, as amended (16 U.S.C. 742a¿754); Fish and Wildlife Coordination Act of 1958 (16 U.S.C. 661¿667e); Fish and Wildlife Conservation Act (16 U.S.C, 2901-2911); Migratory Bird Treaty Act (16 U.S.C. 709a); and Endangered Species Act of 1973, as amended (16 U.S.C. 1531¿43).

Cooperative Marketing for Recreation Opportunities on the NWRS-15.654 National Wildlife Refuge System Enhancements - $250,000.00

The U.S. Fish and Wildlife Services (Service) National Wildlife Refuge System (NWRS) is accepting proposals from organizations with an interest and capacity to work cooperatively with the USFWS, our Friends Groups and a pre-determined advertising partner to deploy a `high-profile, high-impact" integrated marketing campaign. The goal of the campaign aims to increase broad awareness of the recreational benefits of the NWRS public lands and waters, recruit new users to nearby outdoor recreation, work to ensure welcoming and inviting visitor experiences, and attract new industry and community partnerships. Competitive State Wildlife Grant (C-SWG) Program $1,000,000.00

The Competitive State Wildlife Grant (C-SWG) Program provides Federal grant funds to help State, Commonwealth, and Territory fish and wildlife agencies and their partners implement programs for the benefit of fish and wildlife and their habitats, including species that are not hunted or fished. Activities must contribute directly to the implementation of a State Wildlife Action Plan (Plan) approved by the Director of the Service or other Service designee. Priority for use of these funds must be placed on identified species of greatest conservation need (SGCN) and should take into consideration the relative level of funding available for the conservation of these species. The C-SWG Program is nationally competitive. Ranking criteria used to evaluate applications are published annually in the Notice of Funding Opportunity. These criteria are developed in coordination with State, Commonwealth and Territory fish and wildlife agencies and the Association of Fish and Wildlife Agencies (AFWA).

National Coastal Wetlands Conservation Grant Program $1,000,000.00

The Coastal Wetlands Planning, Protection, and Restoration Act (Title III, Section 301, Public Law 101‐646, 16 U.S.C. 3951-3956) (Act) established the National Coastal Wetlands Conservation Grant (NCWCG) Program to acquire, restore, and enhance wetlands in coastal areas through competitive matching grants to eligible State, Commonwealth, and Territory (State) agencies. The Program is funded by revenues collected from excise taxes on sport fishing equipment, electric motors and sonar, import duties on fishing tackle, yachts and pleasure craft, and a portion of gasoline tax attributable to motorboats and small engines. Revenues are deposited into and appropriated from the Sport Fish Restoration and Boating Trust Fund. The primary goal of the NCWCG Program is the long‐term conservation of coastal wetland ecosystems. The Fixing America's Surface Transportation (FAST) Act (P.L. 114-94) authorizes funding for the NCWCG Program through Fiscal Year 2021.

To be considered for funding, applicants must work directly with the U.S. Fish and Wildlife Service’s Aquatic Invasive Species Program and represent one of the currently 43 ANS Task Force approved State or Interstate ANS Management Plans. Section 1204 of the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990 restricts the award to States with ANSTF-approved State or Interstate ANS Management Plans.

Multistate Conservation Grant Program $1,000,000.00

Description: The Sport Fish Restoration Act and the Wildlife Restoration Act, as amended by the Wildlife and Sport Fish Restoration Programs Improvement Act of 2000 (Pub. L. 106-408, 114 STAT. 1766 §112 et seq.; Dingell-Johnson Sport Fish Restoration Act, 16 U.S.C. §777 et seq.; and Pittman-Robertson Wildlife Restoration Act, 16 U.S.C. §669 et seq.) authorize the Secretary of the Interior to make up to $6,000,000 available annually under the Wildlife and Sport Fish Restoration Program (WSFR) to fund multistate conservation project grants. In addition to the regular annually available funds of $6,000,000, the President signed the Modernizing the Pittman-Robertson Fund for Tomorrow's Needs Act (Modernizing PR Act) (Public Law (Pub. L.) 116-94) into law on December 20, 2019 as part of the larger Further Consolidated Appropriations Act, 2020. This law amends the Pittman-Robertson Wildlife Restoration Act (WR Act, 16 U.S.C. 669) to, among other measures, create a new Modern Multistate Conservation Grant Program; which will provide an additional $5,000,000 to the program. The primary goal of both programs is to provide grant funds to address regional or national priority needs of the State fish and wildlife agencies and their partners that are beyond the scope and capabilities of a single State. The Association of Fish and Wildlife Agencies and the U.S. Fish and Wildlife Service (Service) work cooperatively to manage both programs. The Association manages the grant application process, providing oversight, coordination, and guidance. The Service awards and manages the grants. Both programs are competitive grant programs.
