2023 TIP Office International Programs to Combat Human Trafficking in Select Regions Notice of Funding Opportunity – Call for Proposals $2,000,000.00

The Department of State’s Office to Monitor and Combat Trafficking in Persons (TIP Office) is pleased to invite organizations to submit proposals to combat human trafficking outside of the United States. Informed by the annual Trafficking in Persons Report (TIP Report) and current anti-trafficking programming and trends, and in consultation with other U.S. government agencies and offices, the TIP Office has identified two programming priorities for funding under this announcement. The TIP Office will allocate funding for anti-trafficking projects through an open, competitive process. Applicants are invited to submit full proposals for projects designed to address the TIP Office’s 2023 programming priorities in Europe, Eurasia, and Nigeria. All proposals selected following a technical and programmatic review will be funded pending the availability of FY 2022 appropriated funds. The TIP Office welcomes strong proposals that address human trafficking challenges on a significant scale, offer the potential to have a systemic and sustainable impact, align with U.S. government priorities and the TIP Office’s 2023 country and regional priorities listed under the 2023 Select Regional Programming Priorities, among other factors. Strong applications will demonstrate a clear understanding of the program design standards found in the 2023 Guidelines for Submitting TIP Office Project Proposals for Select Regions which are included alongside this NOFO in the full announcement package.

Notice of Intent: Program to End Modern Slavery FY 2023 Varies

The U.S. State Department’ s Office to Monitor and Combat Trafficking in Persons (TIP Office) is not accepting applications at this time. Please review the attached notice for full details. Background: The goal of PEMS is to measurably and substantially reduce the prevalence of human trafficking in targeted populations in partner countries and jurisdictions through innovative interventions driven by research, monitoring, evaluation, and learning, and the expansion of partnerships. PEMS-funded efforts conduct scientifically rigorous research to establish evidence on the effects of anti-trafficking programs on the reduction of the prevalence of human trafficking through the advancement of rigorous research methods. This includes sound prevalence measurement; strong monitoring and evaluation practices; evidence-based programming; and the application of survivor-centered and trauma-informed approaches. The U.S. Congress has appropriated $25 million annually since Fiscal Year (FY) 2016 for PEMS, totaling $200 million to date. The TIP Office is interested in funding projects that utilize Intervention Development Research (IDR) to conduct research and pilot targeted programming to effectively prevent and respond to human trafficking. IDR employs various qualitative and quantitative methodologies to identify the complex systems in which human trafficking occurs, determine modifiable elements of the crime, including risk and protective factors; develop a theory of change; and design and pilot interventions to develop an intervention model that can be scaled-up and/or adapted for other settings. Local partnerships and utilization of methods of co-creation and participatory research are core elements of IDR. 2022 TIP Office Notification of Funding Opportunity $5,000,000.00

The Department of State Office to Monitor and Combat Trafficking in Persons (TIP Office) announces an open competition for 2022 projects to combat trafficking in persons outside of the United States. This funding opportunity announces the beginning of the 2022 open and competitive process to award grants or cooperative agreements. In this stage, applicants submit a Statement of Interest (SOI), which is a two-page summary of each proposed project. Applicants must submit separate SOI applications for each country or regional project identified in this funding opportunity if pursuing multiple grants. Following a technical review and a formal review of each SOI that passes the technical review, selected applicants will be invited to submit full proposals, which will be formally reviewed by the TIP Office and by an inter-agency selection panel for potential funding.
