The Department of Homeland Security (DHS) Federal Emergency Management Agency's (FEMA) Grants Programs Directorate is responsible for the implementation and administrations of the Assistance to Firefighters Grant (AFG) Programs. The purpose of the AFG Program is to enhancethe safety of the public and firefighters with respect to fire and fire-related hazards. The Grants Programs Directorate administers the Fire Prevention and Safety (FP&S) grants as part of the AFG Program. FP&S offers grants to support activities in two categories: (1) activities designed to reach high-risk target groups and mitigate incidences of death and injuries caused by fire and fire-related hazards ("Fire Prevention and Safety Activity") and (2) research and development activities aimed at improving firefighter safety ("Firefighter Safety Research and Development Activity"). The program guidance document provides potential applicants with the details of the requirements, processing, and evaluation of an application for financial assistance for both of these activity areas. The Case Management Pilot Program (CMPP) makes funds available to local governments and/or nonprofits to provide voluntary case management and other services to noncitizens in immigration removal proceedings. CMPP funds will be awarded to eligible subrecipients through the CMPP National Board, chaired by the Officer for Civil Rights and Civil Liberties. The CMPP National Board is charged with awarding funds to eligible local governments and nonprofit organizations and managing the pilot program.CMPP services are to be made available to non-detained noncitizens in immigration removal proceedings, including those enrolled in U.S. Immigration and Customs Enforcement (ICE) Alternatives to Detention (ATD), in geographic locations served by the CMPP. CMPP service providers will provide case management services including but not limited to: mental health services; human and sex trafficking screening; legal orientation programs; cultural orientation programs; connections to social services; and for individuals who will be removed, reintegration services. Connection to a range of services that CMPP participants identify as a priority could include access to counsel, affordable housing, childcare, transportation, healthcare, schooling, language classes, and orientation. CMPP makes funds available to local governments and/or nonprofits to provide case management and culturally, trauma-informed, and linguistically responsive services to noncitizens in immigration removal proceedings who affirmatively volunteer to participate in the program. CMPP funds will be awarded to eligible sub-recipients through the Board. The Board is charged with awarding funds to eligible local governments and nonprofit organizations and managing the pilot program.The CMPP aligns with the 2020-2024 DHS Strategic Plan through pursuing Goal 2.3, Enforce U.S. Immigration Laws. Specifically, the CMPP will help the Department achieve the associated desired outcome: "Enforce immigration laws throughout the United States in a manner that upholds the rule of law, American values, and national security."

The Fiscal Year (FY) 2020 Emergency Management Performance Grant (EMPG) Program is one of the grant programs that constitute the Department of Homeland Security (DHS)/Federal Emergency Management Agency's (FEMA's) focus on all-hazards emergency preparedness. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by DHS. Among the five basic homeland security missions noted in the 2018 DHS Quadrennial Homeland Security Review, EMPG supports the goal to Strengthen National Preparedness and Resilience. The 2018-2022 FEMA Strategic Plan creates a shared vision for the field of emergency management and sets an ambitious, yet achievable, path forward to unify and further professionalize emergency management across the country. The EMPG Program supports the goals of Building a Culture of Preparedness and Readying the Nation for Catastrophic Disasters. The objective of the FY 2020 IBSGP is to provide funds to eligible private operators of intercity over-the-road bus transportation systems to protect critical transportation infrastructure and traveling public from acts of terrorism, and to increase the resilience of the transit infrastructure.

The National Earthquake Hazards Reduction Program (NEHRP) seeks to mitigate earthquake losses in the United States through basic and directed research and implementation activities in the fields of earthquake science and engineering. The NEHRP program supports the mission area of the Quadrennial Homeland Security Review titled Strengthen National Preparedness and Resilience, as well as the national preparedness goal of mitigation, as provided in the Presidential Policy Directive (PPD-8). NEHRP also supports the FEMA 2018-2022 Strategic Plan, by contributing to the accomplishment of Strategic Goal 1: Build a Culture of Preparedness and Strategic Goal 2: Ready the Nation for Catastrophic Disasters. Participation in the FEMA NEHRP State Assistance program (and the Individual State Earthquake Assistance funding opportunity) is limited to those States and Territories that have been determined to be at a High to Very High risk of earthquakes. Participation in this funding opportunity is further limited to those States and Territories that can provide the statutory 25% non-Federal cost share. The Cost Share requirement does not apply to those Territories that are considered "Insular Areas" (Guam, the Commonwealth of the Northern Mariana Islands (CNMI) and the U.S. Virgin Islands), and otherwise eligible for program participation. All activities funded by the FEMA NEHRP, Individual State Earthquake Assistance grant program must be consistent with NEHRP Vision, Mission, Goals and FEMA Program Responsibilities (See Appendix C.), of the NOFO, and ultimately result in a measurable enhancement of National seismic safety and earthquake risk awareness.

One of the core missions of DHS/FEMA is to enhance the ability of state, local, tribal, and territorial governments to prevent, protect against, respond to, and recover from terrorist attacks and other disasters. The Federal Emergency Management Agency's comprehensive suite of grant programs is an important part of the Administration's larger, coordinated effort to strengthen homeland security preparedness. The THSGP is one tool among a comprehensive set of initiatives authorized by Congress and implemented by the Administration to help strengthen the Nation against risks associated with potential terrorist attacks. Funding under the FY 2020 THSGP is provided to strengthen tribes' capacity to prepare for and respond to emergency situations.

These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by DHS to help strengthen the nation's critical infrastructure against potential terrorist attacks. IBSGP provides funds to intercity bus companies to protect critical surface transportation infrastructure and the traveling public from acts of terrorism. Among the five basic homeland security missions noted in the DHS Strategic Plan, the IBSGP supports the goal to Strengthen National Preparedness and Resilience.
