This announcement is a BAA Call against the ONR FY22 Long Range Broad Agency Announcement (N00014-22-S-B001). The submission of white papers, proposals, their evaluation(s) and the subsequent awards will be carried out as described in the aforementioned Long Range BAA.The Large Area Clearance Experiment (LACEx) is an ONR applied research and advanced technology development effort for the DoD Explosive Ordnance Disposal S&T program. The proposed topic will support research efforts to improve the effectiveness and speed of EOD clearance operations for surface and subsurface ordnance. EOD technicians are asked to: 1) Clear airfields of unexploded ordnance, including submunitions and penetrators, consistent with required operational timelines and in remote and austere environments; 2) Enable convoy maneuver along key ground lines of communication threatened by area denial munitions, improvised explosives, or other hazards and 3) Clear expeditionary advanced bases, ports, and beach landing zones to support the establishment of infrastructure and basing.LACEx is planned as a 3 year build & experimentation program. The focus of this BAA Call is on high risk, high payoff research and development proposals that advance state of the art capabilities (from TRL1-4 to TRL6/7) in the described topic areas.

The Office of Naval Research (ONR) is interested in receiving proposals for its Young Investigator Program (YIP). ONR's Young Investigator Program seeks to identify and support academic scientists and engineers who are in their first or second full-time tenure-track or tenure-track-equivalent academic appointment, who have received their PhD or equivalent degree on or after 01 January 2015, and who show exceptional promise for doing creative research. The objectives of this program are to attract outstanding faculty members of Institutions of Higher Education (hereafter also called "universities") to the Department of the Navy's Science and Technology (S&T) research program, to support their research, and to encourage their teaching and research careers. Individuals who are holding U.S. non-profit equivalent positions are also encouraged to apply. Proposals addressing research areas (as described in the ONR Science and Technology Department section of ONR's website at www.onr.navy.mil) which are of interest to ONR Program Officers will be considered. The Department of Navy (DoN) Historically Black Colleges and Universities/Minority Institutions (HBCU/MI) Program aims to increase the quantity and quality of minority professionals in science, technology, engineering, and mathematics (STEM) in the defense community. Research conducted at Minority-Serving Institutions (MSIs) for the DoN HBCU/MI Program:Enhances the research and educational capabilities of HBCU/MIs in scientific and engineering disciplines critical to the defense mission of the U.S. Navy and U.S. Marine Corps,Encourages cross-institutional, collaborative efforts that explore innovative solutions to naval science and technology (S&T) challenges, andIncreases the engagement of students, including underrepresented minorities, in STEM fields important to the U.S. Navy and U.S. Marine Corps.This FOA is executed under policy and guidance of the DoN HBCU/MI Program and is administered by the Office of Naval Research (ONR). This FOA is for STEM education programs and activities, which is formal or informal education that is primarily focused on physical and natural sciences, technology, engineering, social sciences, and mathematics disciplines, topics, or issues (including environmental science education or stewardship).STEM education programs and activities that could be supported by this FOA include one or more of the following as the primary objective:• Develop learners’ knowledge, skill, or interest in STEM.• Attract students to pursue certifications, licenses, or degrees (two-year degrees through post-doctoral degrees) or careers in STEM fields.• Provide growth and research opportunities for post-secondary, college and graduate students in STEM fields, such as working with researchers or conducting research that is primarily intended to further education.• Improve mentor/educator (K-12 pre-service or in-service, post-secondary, and informal) quality in STEM areas.• Improve or expand the capacity of institutions to promote or foster STEM fields.This FOA will not consider applications for research, with the exception of those whose primary purpose is intended to further education (as described in third bullet above) and that are not expected to generate intellectual property.
