The U.S. Mission in Iraq announces an open competition for past participants (“alumni”) of U.S. government-funded and U.S. government-sponsored exchange programs to submit applications to the 2023 Alumni Engagement Innovation Fund (AEIF 2023). We seek proposals from teams of at least two alumni that meet all program eligibility requirements below. Public Diplomacy Small Grants Program $100,000.00

The U.S. Embassy Baghdad Public Affairs Section (PAS) is pleased to announce that funding is available through its Public Diplomacy Small Grants Program. This is an Annual Program Statement outlining our funding priorities, the strategic themes we focus on, and the procedures for submitting requests for funding. Please carefully follow all instructions below. Purpose of Small Grants: PAS Baghdad invites proposals that strengthen ties between the U.S. and Iraq through programming that highlights shared values and promotes bilateral cooperation. All programs must include an American cultural element, or connection with American expert/s, organization/s, or institution/s in a specific field that will promote increased understanding of U.S. policy and perspectives.

Eastern Iraqi Universities Initiative $1,000,000.00

The U.S. Embassy in Baghdad invites eligible organizations to submit proposals to develop and implement a program to support the University of Diyala and the University of Wasit under its Eastern Iraq Universities Initiative. Proposals should focus on the following areas: (1) supporting and designing advanced computer and technology programs in computer science and computer engineering departments; and (2) facilitating issuance of Information Technology certifications from certified U.S. institutions. The proposal must have a work plan for each university, including descriptions of capacity-building programs; curricula; purchases of equipment and educational materials; and linkages with American universities, including faculty exchange programs to foster collaboration and information sharing.

Promoting American Tech in Iraq $1,150,000.00

The U.S. Mission in Iraq announces an open competition for eligible organizations to submit proposals to develop and implement the Promoting American Tech in Iraq to support higher education and work force development in the Iraqi Kurdistan Region (IKR). The U.S. Mission in Iraq supports political stability, education, and economic growth. This program will advance these goals by establishing labs that will better prepare Iraqi students for the work force. Iraq is challenged by difficult economic circumstances, including high youth unemployment. This program will train students and professors in the latest technology to allow them to be more competitive for jobs in the 21st century job market. In cooperation with the U.S. Consulate General in Erbil, this program will equip the IKR’s three public technical universities in Sulaymaniyah, Duhok, and Erbil, with state-of-the-art Cisco telecommunications equipment to create three fully functional teaching and research labs in each university. Currently these institutes only use a simulation program of the Cisco system and creating this lab will allow the universities to have cutting edge technology that will last the next ten years and will be used to train telecommunications students and prepare them for the work force. U.S. Consulate General representatives in coordination with the university representatives will be closely monitoring the planning and execution of the program.

Visiting American Professionals Program for Iraq $350,000.00

U.S. Mission Iraq announces an open competition for eligible organizations to submit proposals for a cooperative agreement to develop and implement the Visiting American Professionals Program for Iraq. Through this program, the Public Diplomacy Office (PD) in Baghdad seeks to enable U.S. experts to engage with Iraqi audiences, in person and via virtual platforms, on a variety of topics in accordance with Mission Iraq goals. The Visiting American Professionals Program for Iraq will promote an understanding of U.S. strategic priorities, policies, and institutions, as well as build linkages between U.S and Iraqi experts and institutions. Proposals should be developed to include programmatic events for 1-2 visiting speakers (in-person) to Iraq and 24-36 virtual speakers throughout the 16-month timeframe, depending upon security conditions. Subject to the availability of funds, the Embassy expects to award a grant up to $350,000.00 to carry out the Visiting American Professionals Program over a sixteenth-month time frame.
