PROGRAM DESCRIPTION The U.S. Embassy is pleased to announce a call for proposals from U.S.-based organizations and universities for its English Language Capacity Building program. The program invites U.S.-based organizations and universities to submit a proposal to conduct a comprehensive training certificate program for English-language teachers working in public schools throughout Azerbaijan. The program should be innovative and cost-effective with both virtual and in-person components and utilize a synchronous online learning platform, practical curriculum, and live personal coaching in support of a key Embassy goal in Azerbaijan: improve the quality of English language instruction and increase English language fluency of Azerbaijani students at all levels of education. The program’s objectives are: · Provide professional development opportunities to Azerbaijani English language teachers to enhance the quality of English language teaching in Azerbaijan by helping teachers reinforce their English skills and learn the latest strategies and methods for teaching English as a foreign language. · Offer a high-quality English-language training certificate program that is based on communicative teaching methods and that focuses on enhancing the teachers and eventually their students’ conversational and comprehension skills while taking into account the elements of the National Curriculum of the Republic of Azerbaijan. · Strengthen people-to-people ties between the United States and Azerbaijan through promotion of community service and activities to enhance critical-thinking skills among participants, information sharing, and experiences between American experts and target audiences that increase mutual understanding between the people of the United States and Azerbaijan. Participants and Audiences: The intended audiences for potential projects are young and less-experienced Azerbaijani English language teachers exposed to minimum or no prior professional development opportunities working at public schools. Special consideration will be given to programs that focus on secondary school English language teachers working with disadvantaged communities (rural areas, low-income, IDP etc.) in regions outside of Baku.

PROGRAM DESCRIPTION The U.S. Embassy Baku Public Affairs Section (PAS) of the U.S. Department of State is pleased to announce that funding is available through its Public Diplomacy Small Awards Program. This is an Annual Program Statement, outlining our funding priorities, strategic themes we focus on, and the procedures for submitting requests for funding. Please carefully follow all instructions below. U.S. Embassy Baku invites proposals for projects that expand and strengthen ties between the United States and Azerbaijan through cultural and exchange programming that highlights shared values and promotes bilateral cooperation. All programs must include connection with American expert/s, organization/s, or institution/s in a specific field that will promote increased understanding of U.S. policy and perspectives. Examples of PAS Small Award programs include, but are not limited to: · Programs that enhance connections between educational institutions to foster a greater understanding of American academic standards · Initiatives to support local media counter disinformation and promote transparency initiatives · Artistic and cultural workshops, joint performances and exhibitions · Cultural heritage conservation and preservation programs · Professional and academic exchanges and programs. Priority Program Areas: · Regional cooperation and interconnectivity in the South Caucasus · Strengthening U.S.-Azerbaijan economic ties · Green energy and other economic and environmental sustainability initiatives · Rule of law, gender equality, and respect for fundamental freedoms and human rights · Programs that promote media literacy and/or combat disinformation Participants and Audiences: Selected programs should demonstrate engagement with underserved communities and equity with respect to race, ethnicity, religion, income, geography, gender identity, and disability. Proposals should demonstrate how working with underserved communities will enhance the program’s goals and objectives, as well as the experience of participants. The U.S. Department of State, U.S. Embassy Baku, Azerbaijan announces an Open Competition for organizations interested in submitting applications for projects that design a community engagement and leadership program focused on community service, action planning, conflict resolution, and social entrepreneurship for youth (ages 20 to 24) from Azerbaijan, Georgia, and Armenia. The project will entail a summer exchange in the United States for 60 college- and immediate-post-college-aged youth (approximately 20 from each participating country) that community-minded youth can use to promote and foster values related to civic education, leadership development, conflict resolution, and civic engagement. Following a three-day pre-departure orientation in their home countries that will prepare the participants to constructively engage with peers from other cultures, the groups will travel to the United States for an eight-to-ten-week exchange program. The program should include a rigorous seminar and leadership academy that provide website. participants with training in areas such as: entrepreneurship, negotiation, conflict resolution, community service, and action planning, followed by internships with U.S.-based community organizations. The program should culminate in Washington, D.C. Upon re-entry to their home countries, participants will be expected to implement community projects supported by active mentorship from the recipient organization. The recipient organization should also facilitate an alumni network and a regional alumni conference.

Women Empowerment Centers for Azerbaijan $500,000.00

PROGRAM DESCRIPTION. The Embassy of the United States of America in Azerbaijan announces an open competition for organizations to submit proposals that focus on creating a network of women economic empowerment centers throughout Azerbaijan and helping Azerbaijan’s women participate in their nation’s labor and entrepreneurship sectors. The Embassy will fund a project working with women and girls to enhance their ability to open their own businesses, increase their employability, and/or increase their incomes. While using the Embassy’s American Corners – located in Baku and six regional cities of Ganja, Sheki, Khachmaz, Kurdemir, Salyan, and Lankaran – as hubs, the program can also propose additional program centers, such as libraries, youth, and community centers. Program partners will offer training sessions for varying degrees of skills in such areas as financial and digital literacy, resource-efficient agricultural techniques, post-harvest processing, accounting, marketing (including via social media), and business development. In addition, elaborate mentorship programs will be designed to meet the varying needs and aspirations of the participants. Successful proposals will feature built-in competition and reward mechanisms offering internships and/or similar engagements to the most motivated and promising participants, thus laying pathways to employment (including self-employment), offering new connections, and building new partnerships. Finally, a successful proposal will include a rigorous monitoring, evaluation, learning plan. Priority Regions: The selected organization will include American Corners located Baku, Kurdemir, Lankaran, Khachmaz, Sheki, Ganja, and Salyan regions as hubs and platforms for project activities. However, the implementing partners will not be limited to these hubs and will be encouraged to suggest additional project gravity centers. Program Objectives: Proposals should demonstrate an understanding of the Embassy’s previous and ongoing efforts which include but are not limited to projects supporting women’s entrepreneurship in Baku and regions, sports programming for girls, provision of legal support to women including those who face domestic violence, empowering girls through STEM and similar programs. Proposals should also leverage the related efforts of like-minded embassies, assistance agencies, and Azerbaijani government bodies, as well as our sizable network of U.S. exchange program alumni, to improve and fine-tune efforts that further our shared goals. The program’s goal is to support women’s economic and social participation and leadership by improving their economic opportunities as entrepreneurs or in quality jobs through building skills, knowledge, and networks. Participants and Audiences: The intended participants for a potential project are women and girls, including those from economically and socially disadvantaged communities, such as IDP settlements. Proposals should also demonstrate how – in cooperation with our American Corners and alumni network – additional women from defined target groups will be reached, and how assessment results will be analyzed and presented in reports and used for learning and future program design.
