The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Hydrogen and Fuel Cell Technologies Office (HFTO), and in coordination across DOE offices, a Funding Opportunity Announcement (FOA) entitled "Regional Clean Hydrogen Analysis.” HFTO’s Regional Clean Hydrogen Analysis FOA would solicit analysis projects to identify and characterize the value proposition of specific regional clean hydrogen deployments that could be successfully implemented over the coming years. Each analysis project solicited in this FOA would be focused on a single potential clean hydrogen deployment that includes production, delivery, storage, and end use, in a specific region (State or several adjacent States) within the United States. Each proposal would study potential hydrogen producers, hydrogen consumers, and the necessary connective hydrogen infrastructure, all located in close proximity, to enable deployment with substantial engagement of local and regional stakeholders. The selected projects will quantify key metrics including decarbonization potential, system cost, revenue potential, and metrics for environmental justice, such as potential for regional economic growth, job creation, reduction in criteria pollutant emissions, and creation of educational and workforce development opportunities. Higher emissions reductions will be strongly encouraged. This FOA would continue HFTO’s ongoing analysis to inform future clean hydrogen deployments that enable innovations related to technology scale-up and manufacturing, as well as economies of scale. The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Industrial Efficiency and Decarbonization Office (IEDO), a Funding Opportunity Announcement (FOA) entitled “Onsite Energy Technical Assistance Partnerships.” EERE’s IEDO accelerates the innovation and adoption of cost-effective technologies that eliminate industrial greenhouse gas (GHG) emissions. IEDO provides planning, management, and direction necessary for a balanced national program of research, development, demonstration, technical assistance, and workforce development to drive energy, materials and production efficiency, and decarbonization across the industrial sector. Onsite clean energy technologies will play a critical role in advancing the Biden Administration’s goals to achieve carbon pollution-free electricity by 2035 and to “deliver an equitable, clean energy future, and put the United States on a path to achieve net-zero emissions, economy-wide, by no later than 2050. At the same time, industrial sector stakeholders are increasingly seeking technical assistance to identify and deploy onsite technology solutions that can help reach portfolio-wide GHG targets, replace onsite fossil-fueled equipment, and balance resilience requirements. Industrial Efficiency and Decarbonization Office (IEDO) FY23 Multi-Topic FOA $10,000,000.00

This Funding Opportunity (FOA), issued by the Office of Energy Efficiency and Renewable Energy, on behalf of the Industrial Efficiency and Decarbonization Office (IEDO) will advance the strategies identified in the Industrial Decarbonization Roadmap and Industrial Heat Energy Earthshot and will focus on cross-sector approaches for industrial decarbonization (such as thermal processing, low-carbon fuels utilization, and exploratory cross-sector topics), along with high-GHG-emitting subsectors (such as chemicals, iron and steel, food and beverage, cement and concrete, and forest products). Notice of Intent to Issue IRA Section 50131 Funding Opportunity Announcement No. DE-FOA-0003056 Technical Assistance for the Adoption of the Latest and Zero Building Energy Codes or Standards $2.00

This Notice of Intent (NOI) is to inform state and local governments that the Office of State and Community Energy Programs (SCEP) intends to issue a Funding Opportunity Announcement (FOA) entitled “Technical Assistance for the Adoption of the Latest and Zero Building Energy Codes or Standards Funding Opportunity Announcement.” SCEP anticipates funding state and local efforts to update building energy codes, or equivalent standards, and to develop effective code workforce, training, compliance and enforcement programs. This is solely a notice of intent and not a FOA. SCEP is not accepting applications at this time. The NOI describes a preliminary plan that will evolve during the FOA development process. The state cost share requirement that applies to traditional State Energy Program funding will not apply to this IRA funding. To ensure adopted codes are successfully implemented, Section 50131 will also specify that each jurisdiction receiving grant funds must implement a plan to achieve full compliance in new and renovated residential and commercial buildings. This compliance plan must include active training and enforcement programs and measurement of the rate of compliance each year. Bipartisan Infrastructure Law Enhanced Geothermal Systems (EGS) Pilot Demonstrations $25,000,000.00

The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Geothermal Technologies Office (GTO) a Funding Opportunity Announcement (FOA) entitled “Bipartisan Infrastructure Law Enhanced Geothermal Systems (EGS) Pilot Demonstrations.” Awards made under this Funding Opportunity Announcement (FOA) will be funded, in whole or in part, with funds appropriated by the Infrastructure Investment and Jobs Act, also more commonly known as the Bipartisan Infrastructure Law (BIL). The BIL is a once-in-a-generation investment in infrastructure, which will grow a more sustainable, resilient, and equitable economy through enhancing U.S. competitiveness, driving the creation of good-paying union jobs, and ensuring stronger access to economic, environmental, and other benefits for disadvantaged communities. The BIL appropriates more than $62 billion to the Department of Energy (DOE) to invest in American manufacturing and workers; expand access to energy efficiency; deliver reliable, clean and affordable power to more Americans; and deploy the technologies of tomorrow through clean energy demonstrations. As part of and in addition to upgrading and modernizing infrastructure, DOE’s BIL investments will address the climate crisis and support efforts to build a clean an equitable energy economy that achieves zero carbon electricity by 2035, and puts the United States on a path to achieve net-zero emissions economy-wide by no later than 2050 to benefit all Americans. The Department of Energy’s (DOE’s) Geothermal Technologies Office’s (GTO) 2022 Enhanced Geothermal ShotTM analysis, building on the 2019 GeoVision report, concludes that with aggressive technology improvements, in areas relevant to enhanced geothermal systems (EGS), geothermal power generation could provide 90 gigawatts-electric (GWe) firm, flexible power to the U.S. grid by 2050. Enhanced Geothermal Systems are engineered geothermal reservoirs, created where there is hot rock (175-300+°C), but little to no natural permeability and/or fluid saturation. During EGS development, subsurface permeability is enhanced via safe, well-engineered reservoir stimulation processes that re-open pre-existing fractures, create new ones, or a combination of both. These open conduits increase permeability and allow fluid to circulate throughout the hot rock. The fluid transports the otherwise stranded heat to the surface where clean, renewable electricity can be generated with current power generation technologies. Relative to other geothermal resources, EGS have the potential to provide the most growth in the electric sector, and in the GeoVision scenarios, support noteworthy growth within the non-electric sector for district heating and other direct-use applications. This potential expands if superhot EGS resources (>375°C) are accounted for. Without significant and sustained investment in EGS technology development and demonstrations to refine our ability to access and develop these resources, however, the 90 GWe target will not be achieved. FY23 Conversion Research and Development Funding Opportunity Announcement $4,000,000.00

The 2023 Conversion R&D FOA supports a main theme core to the BETO Conversion Program’s R&D mission: developing technologies to enable the conversion of waste and renewable resources to fuels and products with substantial greenhouse gas emissions reductions compared to the petroleum incumbent. The FOA addresses two specific technology pathways intended to develop improved technologies for generating clean syngas for upgrading to fuels as well as pathways for renewable chemical production. Each Topic Area seeks to reduce economic and technical risk, enabling BETO to help pave the way for industry to commercialize technologies that may reduce greenhouse gas emissions from hard to decarbonize sectors, such as aviation. Significant R&D is required to reach the ultimate goal of affordable, low-carbon transportation fuels and chemical products. The R&D activities to be funded under this FOA will support the government-wide approach to addressing the climate crisis by driving innovation and deployment of clean energy technologies. The Topic Areas in this FOA seek to address the following R&D needs: • R&D on gasification technologies, with an emphasis on syngas contaminant removal approaches that enable effective upgrading of products derived from gasification of renewable resources to liquid transportation fuels. • R&D on microbial conversion of renewable resources into chemical products, with an emphasis on processes with commercialization potential. Topic Area 1: Overcoming Barriers to Syngas Conversion The goal of this Topic Area is to improve the economics and reliability of gasification and syngas cleanup systems by eliminating technical barriers for conversion of renewable carbon and waste feedstocks to low carbon fuels. While upgrading syngas has been widely investigated, additional challenges remain due to process complexity and feedstock limitations associated with syngas cleanup. Projects selected from this Topic Area will facilitate conversion of acceptable biomass and waste feedstocks into SAF with a 70% reduction in lifecycle GHG emissions. Topic Area 2: Opportunities for Decarbonization of the Chemicals Industry Through Biocatalysts Subtopic 2a: Opportunities for Decarbonization of the Chemicals Industry Through Biocatalysts: This Subtopic seeks applications that are focused on engineering microbial hosts or biological (i.e., cell-free) systems to maximize production metrics, such as titer, rate, and/or yield, of a product of interest. Applicants should describe how the improvements they propose move the technology toward commercial relevance; applications will specifically be evaluated as to the likelihood that their technology improvement accelerates commercialization in the near term (~10 years). Subtopic 2b: Commercialization Opportunities for Decarbonization of the Chemicals Industry Through Biocatalysts: This Subtopic seeks applications that aim to improve biochemical production capabilities, with a focus on bioprocess improvements and integration at a larger scale. CLEAN ENERGY TECHNOLOGY DEPLOYMENT ON TRIBAL LANDS - 2023 Funding Opportunity Announcement (FOA) DE-FOA-0002975 The DOE Office of Indian Energy is soliciting applications from Indian Tribes, which include Alaska Native Regional Corporations and Village Corporations, Intertribal Organizations, and Tribal Energy Development Organizations to: (1) Install clean energy generating system(s) and energy efficiency measure(s) for Tribal Building(s) (Topic Area 1); or, (2) Deploy community-scale clean energy generating system(s) or energy storage on Tribal Lands (Topic Area 2); or, (3) Install integrated energy system(s) for autonomous operation (independent of the traditional centralized electric power grid) to power a single or multiple Essential Tribal Buildings during emergency situations or for tribal community resilience (Topic Area 3); or, (4) Provide electric power to unelectrified tribal buildings (Topic Area 4). FY23 Reducing Agricultural Carbon Intensity and Protecting Algal Crops (RACIPAC) $5,000,000.00

The Bioenergy Technologies Office’s (BETO’s) Renewable Carbon Resources (RCR) program develops science-based strategies and technologies to cost-effectively transform renewable carbon resources such as agricultural waste and algae into high-quality, environmentally sustainable, conversion-ready feedstocks for biofuels and bioproducts. This funding opportunity announcement (FOA), through two distinct topic areas – the first focused on climate-smart agricultural practices and the second on algae crop protection – supports BETO’s RCR Program’s strategies for the development of conversion-ready feedstocks for biofuels and bioproducts and supports the Biden Administration’s goal to produce sustainable aviation fuels. Climate-smart agricultural practices, such as conservation tillage, cover crops, nutrient management, and soil amendments (e.g., biochar applications), are promising approaches to reduce carbon intensity and improve sustainable production of biomass resources. Topic Area 1 projects will assess the efficacy of climate-smart agricultural practices that reduce the carbon intensity (CI) of biomass feedstocks for biofuels. Implementation of climate-smart agricultural practices is essential to produce low CI feedstocks, particularly from agricultural residues to enable sustainable aviation fuel production with lower greenhouse gas emissions. Developing effective strategies to protect algal biomass production is essential to meeting BETO’s long-term goals of decarbonizing the transportation and industrial sectors via cost competitive algal-derived biofuels and bioproducts. Topic Area 2, Algae Crop Protection, focuses on developing crop protection methods and strategies for algae cultivation systems.
