Regional Food System Partnerships | $1,000,000.00 | The RFSP supports partnerships that connect public and private resources to plan and develop local or regional food systems. The RFSP focuses on building and strengthening local or regional food economy viability and resilience, and this includes pandemic response and recovery.Applicants will work with their partners to catalyze the development of local or regional food systems. Applicants will coordinate efforts within the partnership to set priorities, connect resources and services, and measure progress towards common goals. Partnerships are authorized to: Determine the size and scope of the local or regional food system in which the project’s goals, outreach objectives, and eligible activities are to be carried out, Coordinate with AMS to receive technical assistance, and Conduct outreach and education for potential participation in the partnership agreement and eligible activities. Partnerships must bring a variety of financial and technical capabilities, demonstrate experience or readiness to work effectively and collaboratively with public and private entities across sectors, and present innovative, sustainable, and measurable approaches to achieving the project’s goals. Specialty Crop Block Grant Program – Farm Bill 2023 | Varies | The U.S. Department of Agriculture (USDA), Agricultural Marketing Service (AMS), requests applications for the fiscal year (FY) 2023 Specialty Crop Block Grant Program (SCBGP) to award grants to eligible State departments of agriculture to carry out projects that enhance the competitiveness of specialty crops. The SCBGP assists State departments of agriculture in the 50 States, American Samoa, the Commonwealth of the Northern Mariana Islands, the Commonwealth of Puerto Rico, the District of Columbia, Guam, and the U.S. Virgin Islands to enhance the competitiveness of specialty crops by— (1) leveraging efforts to market and promote specialty crops; (2) assisting producers with research and development relevant to specialty crops; (3) expanding availability and access to specialty crops; and (4) addressing local, regional, and national challenges confronting specialty crop producers. Specialty crops are fruits and vegetables, dried fruit, tree nuts, horticulture, and nursery crops (including floriculture). USDA Regional Food Business Centers | $50,000,000.00 | The U.S. Department of Agriculture (USDA), Agricultural Marketing Service (AMS), requests applications for the fiscal year (FY) 2022 USDA Regional Food Business Centers (Regional Food Centers). The Regional Food Centers will serve as the cornerstone of USDA’s development of local and regional supply chains. They will offer coordination, technical assistance, and capacity building support to small and mid-sized food and farm businesses, with the goal of creating a more resilient, diverse, and competitive food system. AMS will award cooperative agreements to regionally based partners to support USDA’s work on regional food supply chains. USDA is using approximately $400 million in funds authorized under the Consolidated Appropriations Act, 2021, Pub. L. No. 116—260, Division N, Title VII, Subtitle B, Section 751 to develop and implement the program, with approximately $360 million going directly to fund the Regional Centers.Through this solicitation, AMS will fund at least six USDA Regional Food Centers. There are three High Priority Areas that will each have at least one Regional Center specifically serving all or part of that area: Colonias (counties on the US/Mexico border), high need areas of the Delta and the Southeast, and the high need areas of Appalachia. In addition, there will be one national Tribal Center. There will also be Regional Food Centers that serve other areas of the country beyond these High Priority areas and the Tribal Center.This announcement identifies the eligibility criteria for USDA Regional Food Centers, and the application forms and associated instructions needed to apply for a USDA Regional Food Center agreement.This program is intended to benefit small and mid-sized producers, processors, aggregators, and distributors that sell into all types of markets, including local and regional markets. Local Food for Schools Cooperative Agreement Program (LFS) | Varies | The U.S. Department of Agriculture (USDA), Agricultural Marketing Service (AMS), requests applications from state governments for the Local Food for Schools (LFS) Program. The goal will be to establish cooperative agreements with state governments for the purpose of purchasing domestic, locally grown foods from local producers, small businesses, and socially disadvantaged farmers/producers for distribution to schools. AMS will make only one award per state government; agencies within the state must coordinate if more than one agency wishes to implement this program. The state governments can also partner with local organizations. Up to $200 million is available from funds authorized under section 5(c) of the Commodity Credit Corporation Charter Act (15 USC 714c(c)). This announcement identifies the eligibility criteria for LFS applicants, the application forms, and associated instructions needed to apply for an LFS award. AMS encourages applications that benefit both small businesses and socially disadvantaged farmers/producers and provides food distribution to schools.
