Feasibility studies funded through NTBG will assist Tribes to make informed decisions regarding deployment or expansion of broadband in their communities.

SUMMARY: The Secretary of the Interior (Secretary), through the Office of Trust Services, Tribal Climate Resilience Program (Program) solicits proposals from federally recognized tribes and tribal organizations as defined at 25 U.S.C. section 5304(l) to receive grants to support tribal resilience and ocean and coastal management and planning. The Program supports tribes as they prepare for climate change impacts on tribal treaty and trust resources, economies, infrastructure, and human health and safety. The Program will provide funding for projects that support tribal climate resilience as tribes incorporate science (including Traditional Knowledge) and technical information. The Program also supports tribal ocean and coastal management and planning. This solicitation contains guidelines and instructions for writing and submitting a proposal. BIA will use a competitive evaluation process based on criteria as stated in Section F. Categories of Funding, Review Criteria and Evaluation of this notice to select projects for funding. The agreement provides a mechanism for the BIA to provide the selected Tribal organizations with non-recurring funding for mutually agreed upon tasks in keeping with the climate science needs of the BIA and all tribal communities in the Northwest, Southwest, and Alaska CASC regions (learn more and see map of DOI Climate Adaptation Science Centers here: https://www.usgs.gov/ecosystems/climate-adaptation-science-centers). The BIA’s Office of Trust Services, Tribal Climate Resilience Program, will evaluate all proposals and select three tribal organization (one per region) to hire: Alaska: up to three* tribal climate resilience liaisons to be hosted at the Alaska CASC, Anchorage, AK, or University of Alaska, Fairbanks, AK**. Northwest: up to two* tribal climate resilience liaison to be hosted at the Northwest CASC, Corvallis, OR, or University of Washington, Seattle, WA**. Each tribal organization may also coordinate with the BIA TCRP, the respective regional CASC, and other potential partners to coordinate training activities and support the development and implementation of up to two tribal climate resilience trainings for tribes in the respective region per year, contingent on available funding. Hiring a current employee from within the organization is allowable as long as they meet the minimum qualifications. The successful tribal organization will have 1) various regional and/or national knowledge and familiarity to support all tribes in the service area, 2) functional expertise in areas that are or may be affected by climate change, 3) broad tribal membership regionally or nationally and, 4) the capacity to provide administrative supervision and mentorship for the liaisons, and engage in regular coordination with the CASC. BIA expects to assign one tribal organization to one of three DOI CASC regions in this wave of solicitations, however, this ratio may be modified per circumstances and funding availability. This solicitation contains guidelines and instructions for writing and submitting a proposal to select and hire a tribal climate resilience liaison. BIA will use a competitive evaluation process based on criteria stated in Section F. Categories of Funding, Review Criteria and Evaluation of this notice to select an applicant for funding. Soliciting grant proposals from Tribes and Tribal Energy Development Organizations for technical assistance funding to hire consultants to identify, evaluate or assess the market for energy or mineral resources that a Tribe will process, use, or develop.

This program seeks to develop the Tribal management, organizational and technical capacity needed to maximize the economic impact of energy resource development on American Indian and Native Alaskan land. TEDC grants equip Federally recognized American Indian Tribes and Alaska Federally recognized Tribal entities to regulate and manage their energy resources through development of organizational and business structures and legal and regulatory infrastructure.

In addition to feasibility studies, NABDI grants may fund business plans for the eligible applicant’s goals for economic opportunity and recovery, such as the economic impacts of the COVID-19 pandemic. The feasibility study or business plan will empower Tribes to make informed decisions on potential tourism project(s), a Tribal tourism business, or Tribal tourism businesses recovering from the economic impacts of the COVID-19 pandemic. The OIED supports Tribes and Tribal organizations capacity building to plan, develop and manage tourism and related infrastructure in support of economic development and the NATIVE Act (Pub.
