Indian Tribes are referred to using the term “Tribe” throughout this notice. The grant funding is to hire consultants to perform feasibility studies for deployment or expansion of high-speed internet (broadband) transmitted, variously, through DSL, cable modem, fiber, wireless, satellite and BPL. NTBG grants may be used to fund an assessment of the current broadband services, if any, that are available to an applicant's community; an engineering assessment of new or expanded broadband services; an estimate of the cost of building or expanding a broadband network; a determination of the transmission medium(s) that will be employed; identification of potential funding and/or financing for the network; and consideration of financial and practical risks associated with developing a broadband network. The purpose of the NTBG is to improve the quality of life, spur economic development and commercial activity, create opportunities for self-employment, enhance educational resources and remote learning opportunities, and meet emergency and law enforcement needs by bringing broadband services to Native American communities that lack them. Feasibility studies funded through NTBG will assist Tribes to make informed decisions regarding deployment or expansion of broadband in their communities. The funding periods and amounts referenced in this solicitation are subject to the availability of funds at the time of award, as well as the Department of the Interior (DOI) and Indian Affairs priorities at the time of the award. Neither DOI nor Indian Affairs will be held responsible for proposal or application preparation costs. NABDI award funding will be used to explore business solutions by obtaining technical assistance through the hiring of consultants to perform feasibility studies for those economic development opportunities. In addition to feasibility studies, NABDI grants may fund business plans for the eligible applicant’s goals for economic opportunity and recovery, such as the economic impacts of the COVID-19 pandemic. The Office of the Assistant Secretary – Indian Affairs, through OIED, is soliciting proposals from federally recognized Tribes listed as Indian Entities Recognized by and Eligible to Receive Services from the United States Bureau of Indian Affairs at 87 FR 4636 (January 28, 2022) and Tribal Organizations eligible for NABDI grants. Consultants may include, but are not limited to universities and colleges, private consulting firms, and non-academic non-profit entities. The feasibility studies will help facilitate informed decision-making regarding Tribes’ economic futures. Feasibility studies may concern the viability of an economic development project or business, or the practicality of a technology, that a Tribe may choose to pursue to explore how a current Tribal business or enterprises could recover and adapt to the challenges resulting from the COVID-19 pandemic. NABDI awards may be used to develop business plans for eligible applicant’s goals for economic opportunity and recovery, such as the economic impacts of the COVID-19 pandemic. The OIED administers this program through its Division of Economic Development (DED). SUMMARY: The Secretary of the Interior (Secretary), through the Office of Trust Services, Tribal Climate Resilience Program (Program) solicits proposals from federally recognized tribes and tribal organizations as defined at 25 U.S.C. section 5304(l) to receive grants to support tribal resilience and ocean and coastal management and planning. The Program supports tribes as they prepare for climate change impacts on tribal treaty and trust resources, economies, infrastructure, and human health and safety. The Program will provide funding for projects that support tribal climate resilience as tribes incorporate science (including Traditional Knowledge) and technical information. The Program also supports tribal ocean and coastal management and planning. This solicitation contains guidelines and instructions for writing and submitting a proposal. BIA will use a competitive evaluation process based on criteria as stated in Section F. Categories of Funding, Review Criteria and Evaluation of this notice to select projects for funding. The Secretary of the Interior (Secretary), through Bureau of Indian Affair’s Office of Trust Services (BIA), hereby solicits proposals from tribal non-profit, non-governmental organizations, and tribally controlled colleges or universities, to enter into a cooperative agreement for the support of tribal climate science needs through the hiring of a tribal climate resilience liaison in the U.S. Department of the Interior’s (DOI) Climate Adaptation Science Centers (CASCs). The agreement provides a mechanism for the BIA to provide the selected Tribal organizations with non-recurring funding for mutually agreed upon tasks in keeping with the climate science needs of the BIA and all tribal communities in the Northwest, Southwest, and Alaska CASC regions (learn more and see map of DOI Climate Adaptation Science Centers here: https://www.usgs.gov/ecosystems/climate-adaptation-science-centers). The BIA’s Office of Trust Services, Tribal Climate Resilience Program, will evaluate all proposals and select three tribal organization (one per region) to hire: Alaska: up to three* tribal climate resilience liaisons to be hosted at the Alaska CASC, Anchorage, AK, or University of Alaska, Fairbanks, AK**. Northwest: up to two* tribal climate resilience liaison to be hosted at the Northwest CASC, Corvallis, OR, or University of Washington, Seattle, WA**. Southwest: up to two* tribal climate resilience liaison to be hosted at the Southwest CASC, Tucson, Arizona**. *Final number of liaisons contingent on funding availability. **Final hosting location may be determined between the regional CASC and the selected tribal organizations, but will allow for proximity and communication between the liaison(s) and the CASC.
