Addressing the Impacts of Proliferator State Advanced Conventional Weapons $200,000.00

The Department of State’s Bureau of International Security and Nonproliferation, Office of Cooperative Threat Reduction (ISN/CTR) is pleased to announce an open competition for assistance awards through this Notice of Funding Opportunity (NOFO). ISN/CTR sponsors foreign assistance activities funded by the Nonproliferation, Antiterrorism, Demining and Related Programs (NADR) account, and focuses on mitigating weapons of mass destruction (WMD) and WMD-related delivery systems proliferation and security threats from non-state actors and proliferator states. ISN/CTR builds foreign partner capacity to counter proliferator state’s advanced conventional weapons (ACW) procurement and proliferation networks. The Kremlin’s recent announcement of a partial mobilization along with its need to resupply existing occupying forces in Ukraine is expected to increase Russia’s demand for additional weapon systems and critical defense technologies, either domestically produced or imported from abroad. Russia’s war in Ukraine continues to demonstrate the failures and deficiencies inherent in Russian ACW to prospective buyers. Russia’s continued war in Ukraine is pushing it closer to regimes such as Iran and PRC for access to international markets, critical supply-chains, and as seen in the case with Iran, weapons systems such as attack drones for use in Ukraine.

FY23 Countering the People's Republic of China (PRC) Military Civil Fusion (MCF) Strategy and Balancing the Risks and Rewards of Emerging Technologies with WMD $500,000.00

The Office of Cooperative Threat Reduction (CTR), part of the U.S. Department of State’s Bureau of International Security and Nonproliferation (ISN), sponsors foreign assistance activities funded by the Nonproliferation, Anti-terrorism, Demining and Related Programs (NADR) account, and focuses on mitigating weapons of mass destruction (WMD), related delivery systems, and advanced conventional weapons proliferation and security threats from proliferator states and non-state actors. An underlying aim of all ISN/CTR’s efforts is long-term sustainability to maximize programmatic impact while minimizing the need for foreign partners to rely on outside financial or technical assistance. This NOFO covers two ISN/CTR lines of effort (LOEs): 1) Countering the PRC’s MCF Strategy and 2) Balancing the Risks and Rewards of Emerging Technologies with WMD Applications. An underlying aim of all ISN/CTR’s efforts is long-term sustainability to maximize programmatic impact while minimizing the need for foreign partners to rely on outside financial or technical assistance. ISN/CTR administers the Partnership for Nuclear Threat Reduction Program (PNTR). The PNTR team functions as the State Department’s programmatic lead for the Foundational Infrastructure for Responsible Use of Small Modular Reactor Technology (FIRST) program, a Presidential initiative announced by the White House in April 2021.

Countering WMD Threats in Iraq $300,000.00

The Office of Cooperative Threat Reduction (CTR), part of the U.S. Department of State’s Bureau of International Security and Nonproliferation (ISN), sponsors foreign assistance activities funded by the Nonproliferation, Anti-terrorism, Demining and Related Programs (NADR) account, and focuses on mitigating weapons of mass destruction (WMD), related delivery systems, and advanced conventional weapons proliferation and security threats from proliferator states and non-state actors. ISN/CTR administers WMD threat reduction activities for Iraq in partnership with government, security, academic, public health, animal health, and industrial communities. ISN/CTR’s Iraq program secures chemical, biological, radiological (CBR) and explosive materials, dual-use equipment, technologies, expertise, and infrastructure to prevent their misuse by terrorists and other nefarious actors in Iraq for use in WMD attacks against the United States, U.S. allies, and U.S. interests abroad. ISN/CTR’s efforts in Iraq align with, and support implementation of, U.S. national security strategies, including the including the National Security Strategy and the National Biodefense Strategy and Implementation Plan, among others.

Identifying and Mitigating Russian Chemical and Biological Threats (RCBT) $250,000.00

ISN/CTR sponsors foreign assistance activities funded by the Nonproliferation, Antiterrorism, Demining and Related Programs (NADR) account, and focuses on mitigating weapons of mass destruction (WMD) and WMD-related delivery systems proliferation and security threats from non-state actors and proliferator states. Within ISN/CTR, one of the Special Projects (SP) Team supports the efforts of U.S. and allied partners to help identify and mitigate Russian efforts to acquire Chemical and Biological Weapons (CBW) and dual-use CBW material, equipment, technology, knowledge, and expertise from unsuspecting or indiscriminate commercial or scientific institutions for CBW purposes – (Russian Chemical and Biological Threats (RCBT)). It is the objective of the program to restrict Russian CBW activities by training partner countries, government watchdogs and regulators, commercial entities, logistics providers, and scientists to not engage in transactions and scientific exchanges that may even inadvertently or unknowingly promote Russian CBW proliferation.

Counter IED work in Tanzania - Mozambique Border $493,827.00

The presidents of Tanzania and Mozambique recently signed a joint peace accord on security and defense, providing a new path for addressing operational and knowledge gaps along their shared border.
