The Department of State’s Bureau of International Security and Nonproliferation, Office of Cooperative Threat Reduction (ISN/CTR) is pleased to announce an open competition for assistance awards through this Notice of Funding Opportunity (NOFO). ISN/CTR sponsors foreign assistance activities funded by the Nonproliferation, Antiterrorism, Demining and Related Programs (NADR) account, and focuses on mitigating weapons of mass destruction (WMD) and WMD-related delivery systems proliferation and security threats from non-state actors and proliferator states. ISN/CTR builds foreign partner capacity to counter proliferator state’s advanced conventional weapons (ACW) procurement and proliferation networks. The Kremlin’s recent announcement of a partial mobilization along with its need to resupply existing occupying forces in Ukraine is expected to increase Russia’s demand for additional weapon systems and critical defense technologies, either domestically produced or imported from abroad. Russia’s war in Ukraine continues to demonstrate the failures and deficiencies inherent in Russian ACW to prospective buyers. Russia’s continued war in Ukraine is pushing it closer to regimes such as Iran and PRC for access to international markets, critical supply-chains, and as seen in the case with Iran, weapons systems such as attack drones for use in Ukraine.

The Department of State’s Office of the Nonproliferation and Disarmament Fund (ISN/NDF) is pleased to announce an open competition for assistance awards through this Notice of Funding Opportunity (NOFO). ISN/NDF invites non-profit/non-governmental organizations, educational institutions, and for-profit organizations based in the United States to submit proposals for a comprehensive assessment focused on the proliferation and security risks associated with advanced AI, particularly during research and development (R&D) stages. Proposals should also address the challenges and risks of both intentional and accidental negative outcomes – including misalignment – resulting from advanced AI R&D. Proposals may not exceed the total availability of funds under this NOFO. ISN/NDF prefers proposals that fully address the scope of work, which is further described in section II of the solicitation. ISN/CTR invites non-profit/non-governmental organizations, Federally Funded Research and Development Centers (FFRDCs), international organizations, educational institutions, and for-profit organizations to submit proposals for projects that will advance the mission of the office’s UN Sanctions Compliance program. ISN/CTR prefers projects that cost less than $250,000 including overhead, though awards may involve multiple projects that cumulatively exceed $250,000. ISN/CTR sponsors foreign assistance activities funded by the Nonproliferation, Anti-terrorism, Demining and Related Programs (NADR) account, and focuses on mitigating proliferation risk in states and regions including Eastern Europe, South, Southeast, and East Asia, the Pacific, South America, the Middle East/North Africa, and sub-Saharan Africa.

The Office of Cooperative Threat Reduction (ISN/CTR), part of the Department’s Bureau of International Security and Nonproliferation (ISN), sponsors foreign assistance activities funded by the Nonproliferation, Anti-terrorism, Demining and Related Programs (NADR) account, and focuses on mitigating weapons of mass destruction (WMD) and WMD-related delivery systems proliferation and security threats from non-state actors and proliferator states. Please carefully follow all instructions below. ISN/CTR administers the Nonproliferation Scientist Engagement Program (NSEP). The program provides near-term capacity-building, virtual fellowships, and technology matchmaking support to Ukrainian civilian scientists with dual-use relevant expertise who are geographically displaced or otherwise rendered financially vulnerable to proliferator state exploitation due to Russia’s further invasion of Ukraine. The NSEP focuses narrowly on that subset of Ukrainian civilian scientists, technicians, and engineers who have scientific or engineering expertise that could be redirected and exploited by proliferator states or rogue actors to support nuclear, biological, chemical, or missile programs that could be used to attack the United States and our allies and partners. Via the following lines of effort, the NSEP seeks to provide near-term capacity-building and research support for a time-limited period to engage displaced Ukrainian experts wherever they currently reside (whether within Ukraine or abroad) on a virtual or hybrid basis. Efforts to relocate scientists geographically are out of scope for the program, and such proposals are not being sought.

An underlying aim of all ISN/CTR’s efforts is long-term sustainability to maximize programmatic impact while minimizing the need for foreign partners to rely on outside financial or technical assistance. ISN/CTR administers the Partnership for Nuclear Threat Reduction Program (PNTR). The PNTR team functions as the State Department’s programmatic lead for the Foundational Infrastructure for Responsible Use of Small Modular Reactor Technology (FIRST) program, a Presidential initiative announced by the White House in April 2021.

CTR’s Chemical Security Program (CSP) works with foreign partners’ law enforcement, government, academic, industrial, and technical scientific communities to strengthen their ability to prevent, detect, mitigate, and respond to chemical attacks, the malign proliferation and use of weaponizable chemicals, and advances in vertical chemical weapons (CW) proliferation by states in violation of the Chemical Weapons Convention (CWC) as the program’s top priority, as well as chemical attacks by non-state actors as an area of decreased emphasis in FY23. As proliferator state and non-state actor use of CW continues to evolve, CSP uses its programmatic global resources to adapt rapidly.
