CTR’s Chemical Security Program (CSP) works with foreign partners’ law enforcement, government, academic, industrial, and technical scientific communities to strengthen their ability to prevent, detect, mitigate, and respond to chemical attacks, the malign proliferation and use of weaponizable chemicals, and advances in vertical chemical weapons (CW) proliferation by states in violation of the Chemical Weapons Convention (CWC) as the program’s top priority, as well as chemical attacks by non-state actors as an area of decreased emphasis in FY23. As proliferator state and non-state actor use of CW continues to evolve, CSP uses its programmatic global resources to adapt rapidly.

Countering North Korean and Iranian WMD and Missile Proliferation $250,000.00

Countering WMD Threats in Iraq $300,000.00

The Office of Cooperative Threat Reduction (CTR), part of the U.S. Department of State’s Bureau of International Security and Nonproliferation (ISN), sponsors foreign assistance activities funded by the Nonproliferation, Anti-terrorism, Demining and Related Programs (NADR) account, and focuses on mitigating weapons of mass destruction (WMD), related delivery systems, and advanced conventional weapons proliferation and security threats from proliferator states and non-state actors. ISN/CTR administers WMD threat reduction activities for Iraq in partnership with government, security, academic, public health, animal health, and industrial communities. ISN/CTR’s Iraq program secures chemical, biological, radiological (CBR) and explosive materials, dual-use equipment, technologies, expertise, and infrastructure to prevent their misuse by terrorists and other nefarious actors in Iraq for use in WMD attacks against the United States, U.S. allies, and U.S. interests abroad. ISN/CTR’s efforts in Iraq align with, and support implementation of, U.S. national security strategies, including the including the National Security Strategy and the National Biodefense Strategy and Implementation Plan, among others.

An underlying aim of all ISN/CTR’s efforts is long-term sustainability to maximize programmatic impact while minimizing the need for foreign partners to rely on outside financial or technical assistance. This NOFO covers one ISN/CTR lines of effort (LOE): The Biosecurity Engagement Program (BEP) BEP’s national security mission is to mitigate global biological threats by minimizing the access of proliferator states and non-state actors to biological expertise, materials (e.g., high consequence pathogens (HCP), pathogens and toxins included on control lists such as the U.S. Select Agent List, synthetic biological materials), and dual-use equipment that could be misused to conduct biological weapons (BW) attacks against the United States, U.S. allies, or U.S. interests abroad.
