The purpose of the Federal SBIR program is to stimulate technological innovation in the private sector, strengthen the role of small business in meeting Federal research or research and development (R/R&D) needs, and improve the return on investment from Federally-funded research for economic and social benefits to the Nation. The specific purpose of NIDILRR's SBIR program is to improve the lives of people with disabilities through R/R&D products generated by small businesses, and to increase the commercial application of NIDILRR-supported research results and development products.

The purpose of the Federal SBIR program is to stimulate technological innovation in the private sector and to strengthen the role of small business in meeting Federal research or research and development (R/R&D) needs. The specific purpose of NIDILRR’s SBIR program is to increase the commercial application of research and development results and improve the return on investment from research and development that can be used to improve the lives of individuals with disabilities. All SBIR projects funded by NIDILRR must address the needs of individuals with disabilities and promote their health and function, community living, or employment outcomes. Phase II projects expand on the results of and further pursue the development of Phase I projects. Phase II applicants must be Phase I grantees with approaches that appear sufficiently promising as a result of their efforts as Phase I grantees.

The purpose of the RRTC program is to achieve the goals of, and improve the effectiveness of, services authorized under the Rehabilitation Act of 1973, as amended, through well-designed research, training, technical assistance, and dissemination activities in important topical areas as specified by NIDILRR. This particular grant opportunity is for an RRTC to conduct research toward new knowledge of, and reduction of disparities in employment outcomes among people with disabilities, particularly those in underserved areas/populations, as defined by the Executive Order On Advancing Racial Equity and Support for Underserved Communities Through the Federal Government. The RRTC must explore and provide detailed information about employment outcome disparities within the population of people with disabilities, across subpopulations defined by race, ethnicity, LGBTQ+ status, or poverty status. New knowledge generated by this Center must ultimately be used toward development and implementation of evidence-based policies, practices, or interventions for achieving more equitable employment outcomes among the heterogeneous population of people with disabilities. The RRTC must serve as a national resource center in this area, and must serve as a resource for the conduct of culturally competent disability and rehabilitation research in the employment domain. The grant under this opportunity will have a 60-month project period with five 12-month budget periods.

State Training and Technical Assistance for Assistive Technology Programs and National Assistive Technology Public Internet Site Section 6 of the Assistive Technology Act of 1998, as amended (AT Act of 2004) authorizes the Department of Health and Human Services, Administration for Community Living (ACL) to fund programs to support National Activities. ACL announces one discretionary grant competition for State Training and Technical Assistance for Assistive Technology Programs and National Assistive Technology Public Internet Site under section 6(b) of the AT Act, to fund a cooperative agreement to provide training and technical assistance to support the entities authorized under section 4 of the AT Act and entities not funded under the AT Act to improve the effectiveness of activities supported under the AT Act, including an assistive technology (AT) Internet site to provide to the public comprehensive, up-to-date information on resources related to AT and programs funded under the AT Act. ACL takes this action to assist the entities funded under the AT Act to administer and manage their programs in order to improve their performance, to provide information to the public, and to increase access to and acquisition of AT devices and services for individuals with disabilities across the lifespan. If the applicant chooses to award sub-grants or subcontracts to carry out activities required under this Funding Opportunity Announcement (FOA), the applicant's proposal must reflect clearly how the applicant will collaborate with any entities to which the applicant will provide a sub-grant or subcontract in order to ensure that activities conducted by those entities meet the requirements of this FOA and are consistent with the applicant's proposal.

The purpose of the Assistive Technology (AT) Alternative Financing Program (AFP) is to support programs that provide for the purchase of AT devices, such as a low-interest loan fund, an interest buy-down program, a revolving loan fund, a loan guarantee, an insurance program, or additional activities that result in the acquisition of AT devices. Applicants for these grants are required to provide an assurance that, and information describing the manner in which, the AFP will expand and emphasize consumer choice and control. Applicants should incorporate credit-building activities in their programs, including financial education and information about other possible funding sources. Successful applicants must emphasize consumer choice and control and build programs that will provide financing for the full array of AT devices and services and ensure that all people with disabilities, regardless of type of disability or health condition, age, level of income, and residence, have access to the program.

The purpose of NIDILRR’s ARRT program is to provide advanced research training and experience to individuals with doctorates, or similar advanced degrees, who have clinical or other relevant experience. ARRT projects train rehabilitation researchers, including researchers with disabilities, with particular attention to research areas that support the implementation and objectives of the Rehabilitation Act, and that improve the effectiveness of services authorized under the Rehabilitation Act. ARRT projects under this opportunity announcement must provide advanced research training to eligible individuals to enhance their capacity to conduct high-quality multidisciplinary disability and rehabilitation research to improve outcomes for individuals with disabilities in NIDILRR’s major domain of health and function. NIDILRR plans to make one grant under this announcement. Grants will have a 60-month project period with five 12-month budget periods.
