The purpose of the RRTCs, which are funded through the Disability and Rehabilitation Research Projects and Centers Program, is to achieve the goals of, and improve the effectiveness of, services authorized under the Rehabilitation Act through well-designed research, training, technical assistance, and dissemination activities in important topical areas as specified by NIDILRR. These activities are designed to benefit people with disabilities, family members or caregivers, rehabilitation service providers, policymakers and other research stakeholders. The purpose of this particular RRTC is to conduct research, training, and related activities to contribute to optimal health and function outcomes of people with intellectual and developmental disabilities. This RRTC's activities will include a focus on, but will not be limited to research toward services, supports, and interventions for people with intellectual and developmental disabilities who have co-occurring behavioral disorders, mental illness, or psychiatric disability. The RRTC will also conduct research toward development of self-report measures of health that can be directly answered by people with intellectual and developmental disabilities. NIDILRR plans to make one grant under this opportunity in FY 2023. The grant will have a 60-month project period, with five 12-month budget periods.

Another purpose of the RRTC is to conduct research on the feasibility and effectiveness of methods and models to enhance disability and rehabilitation research capacity and infrastructure at minority-serving institutions. NIDILRR plans to make one grant under this opportunity in FY 2023. The grant will have a 60-month project period, with five 12-month budget periods.

The RRTC must explore and provide detailed information about community living outcome disparities within the population of people with disabilities, across subpopulations defined by race, ethnicity, LGBTQ+ status, or poverty status. New knowledge generated by this Center must ultimately be used toward development and implementation of evidence-based policies, practices, or interventions for achieving more equitable community living outcomes among the heterogeneous population of people with disabilities. The RRTC must serve as a national resource center in this area, and must serve as a resource for the conduct of culturally competent disability and rehabilitation research in the community living and participation domain. The grant under this opportunity will have a 60-month project period with five 12-month budget periods.

The specific purpose of NIDILRR's SBIR program is to improve the lives of people with disabilities through R/R&D products generated by small businesses, and to increase the commercial application of NIDILRR-supported research results and development products. NIDILRR will make 10 grants under this opportunity. Grants will have a 6-month project period with a corresponding six-month budget period.

Grants will have a 24-month project period with two 12-month budget periods.

The purpose of the Federal SBIR program is to stimulate technological innovation in the private sector and to strengthen the role of small business in meeting Federal research or research and development (R/R&D) needs. The specific purpose of NIDILRR’s SBIR program is to increase the commercial application of research and development results and improve the return on investment from research and development that can be used to improve the lives of individuals with disabilities. All SBIR projects funded by NIDILRR must address the needs of individuals with disabilities and promote their health and function, community living, or employment outcomes. Phase II projects expand on the results of and further pursue the development of Phase I projects. Phase II applicants must be Phase I grantees with approaches that appear sufficiently promising as a result of their efforts as Phase I grantees.
