The purpose of the RRTCs, which are funded through the Disability and Rehabilitation Research Projects and Centers Program, is to achieve the goals of, and improve the effectiveness of, services authorized under the Rehabilitation Act through well-designed research, training, technical assistance, and dissemination activities in important topical areas as specified by NIDILRR. These activities are designed to benefit people with disabilities, family members or caregivers, rehabilitation service providers, policymakers and other research stakeholders. The purpose of this particular RRTC is to conduct research, training, and related activities to contribute to optimal health and function outcomes of people with intellectual and developmental disabilities. This RRTC's activities will include a focus on, but will not be limited to research toward services, supports, and interventions for people with intellectual and developmental disabilities who have co-occurring behavioral disorders, mental illness, or psychiatric disability. The RRTC will also conduct research toward development of self-report measures of health that can be directly answered by people with intellectual and developmental disabilities. NIDILRR plans to make one grant under this opportunity in FY 2023. The grant will have a 60-month project period, with five 12-month budget periods.

The purpose of this particular RRTC is to generate new knowledge about the experiences and outcomes of individuals with disabilities from racial and ethnic minority backgrounds that can be used as a foundation for developing interventions to improve those outcomes. Another purpose of the RRTC is to conduct research on the feasibility and effectiveness of methods and models to enhance disability and rehabilitation research capacity and infrastructure at minority-serving institutions. Assistive Technology Alternative Financing Program $700,000.00

The purpose of the Assistive Technology (AT) Alternative Financing Program (AFP) is to support programs that provide for the purchase of AT devices, such as a low-interest loan fund, an interest buy-down program, a revolving loan fund, a loan guarantee, an insurance program, or additional activities that result in the acquisition of AT devices. Applicants for these grants are required to provide an assurance that, and information describing the manner in which, the AFP will expand and emphasize consumer choice and control. Applicants should incorporate credit-building activities in their programs, including financial education and information about other possible funding sources. Successful applicants must emphasize consumer choice and control and build programs that will provide financing for the full array of AT devices and services and ensure that all people with disabilities, regardless of type of disability or health condition, age, level of income, and residence, have access to the program.

Assistive Technology Act National Activities: State Training and Technical Assistance for Assistive Technology Programs and National Assistive Technology Public Internet Site $625,000.00

State Training and Technical Assistance for Assistive Technology Programs and National Assistive Technology Public Internet Site Section 6 of the Assistive Technology Act of 1998, as amended (AT Act of 2004) authorizes the Department of Health and Human Services, Administration for Community Living (ACL) to fund programs to support National Activities. ACL announces one discretionary grant competition for State Training and Technical Assistance for Assistive Technology Programs and National Assistive Technology Public Internet Site under section 6(b) of the AT Act, to fund a cooperative agreement to provide training and technical assistance to support the entities authorized under section 4 of the AT Act and entities not funded under the AT Act to improve the effectiveness of activities supported under the AT Act, including an assistive technology (AT) Internet site to provide to the public comprehensive, up-to-date information on resources related to AT and programs funded under the AT Act. ACL takes this action to assist the entities funded under the AT Act to administer and manage their programs in order to improve their performance, to provide information to the public, and to increase access to and acquisition of AT devices and services for individuals with disabilities across the lifespan. If the applicant chooses to award sub-grants or subcontracts to carry out activities required under this Funding Opportunity Announcement (FOA), the applicant's proposal must reflect clearly how the applicant will collaborate with any entities to which the applicant will provide a sub-grant or subcontract in order to ensure that activities conducted by those entities meet the requirements of this FOA and are consistent with the applicant's proposal.

Disability and Rehabilitation Research Projects (DRRP) Program: Burn Model Systems National Data and Statistical Center $425,000.00

Small Business Innovation Research Program (SBIR) Phase II $287,500.00

The purpose of the Federal SBIR program is to stimulate technological innovation in the private sector, strengthen the role of small business in meeting Federal research or research and development (R/R&D) needs, and improve the return on investment from Federally-funded research for economic and social benefits to the nation. The specific purpose of NIDILRR's SBIR program is to improve the lives of people with disabilities through R/R&D products generated by small businesses, and to increase the commercial application of NIDILRR-supported research results and development products. All SBIR projects funded by NIDILRR must address the needs of people with disabilities and promote their health and function, community living, or employment outcomes. Phase II projects expand on the results of and further pursue the development of Phase I projects. NIDILRR will make four grants under this opportunity. Grants will have a 24-month project period with two 12-month budget periods.
