Country-wide Management of English for Workforce Development Program in Pakistan $2,000,000.00

The Regional English Language Office (RELO) in the Public Diplomacy Section of the U.S. Embassy Islamabad of the U.S. Department of State (hereafter referred to as “RELO Pakistan”) is pleased to announce an open competition for assistance awards through this Notice of Funding Opportunity (NOFO). This grant is for the countrywide management of the English Works! program, in collaboration with in-country educational service providers. The target demographic for this project is under-employed and unemployed young adults ages 17-25. Participants will be identified and/or selected by the U.S. Embassy and Consulates from across Pakistan. In-country educational service providers that conduct the classes are also selected by the U.S. Embassy and Consulates. (Note: Throughout this NOFO, schools, NGOs, and other partners will be referred to as "in-country educational service providers.")RELO Pakistan’s purpose in funding projects under this opportunity is to improve human capacity by creating a better educated and more skillful workforce. This program will increase participants’ English language proficiency and employability, enabling them to become more productive members of their community and society.Based on funding availability, this English Works! project will provide a foundation of English language and vocational skills to underserved youth, ages 17-25. The six-month, 240-hour program boosts English language proficiency, develops computer literacy skills, and builds job market knowledge and confidence. Since launching in 2015, over 4,000 Pakistani youth have graduated from the English Works! program with more marketable skills, leading to greater employability.RELO Pakistan invites all eligible organizations (see Section C for Eligibility Requirements) to submit proposals for grants that address the objective(s) listed below.Proposed budget cannot exceed $2,000,000 and will have a project duration of up to two years.

Regional Consortium of Student Societies on Climate Change $500,000.00

This funding opportunity aims to capitalize on the strength of student societies at university campuses to encourage student action on climate change. In the first phase of the program the prospective grantee will engage student societies at five universities per country (for a total of 25 universities) in selected South Asian cities in Pakistan, India, Bangladesh, Nepal, and Sri Lanka for a 12-month program, where student societies will be trained and encouraged to implement climate change-related programs in their respective universities. The training should include both formal and informal tools, opportunities for societies of all five universities in each city to meet and collaborate, and virtual opportunities for them to meet with participants from other countries as well.In the next phase of the program (immediately after the 12-month phase described above), two representatives from each university will be selected to participate in a 3-to-5-day workshop – “South Asia Climate Consortium of Student Societies” in the U.S. to learn from U.S. experts on building sustainable climate programs as part of their student society’s programs. After the local and international engagements, the prospective grantee should support all 25 universities in implementing at least three new climate friendly policies on their campuses during the six-month period of the second phase. Each student society trained will also organize at least one climate change awareness program outside their university, reaching communities most affected by the climate crisis.The ideal grantee will be a U.S. or Pakistan-based grantee with offices or partner organizations in Pakistan, India, Nepal, Sri Lanka, and Bangladesh. Both phases of the project are expected to be completed within 18 months.

Addressing Environment Protection and Climate Change to Promote Tourism $40,000.00

The U.S. Consulate General Peshawar’s Public Affairs Section (PAS) is pleased to announce funding availability through the Public Diplomacy Grants Program to further Mission Pakistan’s goal to increase environmental awareness among people in northern areas of Khyber Pakhtunkhwa (KP), especially youth, enabling them to identify and address threats to the local environment and the impact that those threats may have on the economic development of the region. Citizen activism and participation, important components of governance in the United States, hold the potential to bring together a wide range of actors to foster creative and sustainable solutions to address environmental degradation and climate change. Through this project, PAS Peshawar aims to better equip citizens in the northern areas of Khyber Pakhtunkhwa with strategies to protect the environment and make the area more attractive to regional and international tourists. Participants will gain a better appreciation of the importance of community engagement to promote environmental protection in the United States.

Flood Resilience Program $50,000.00

Based on the funding availability, this project will build the capacity of 20 mid- to senior-level representatives from Pakistani non-governmental organizations (NGOs) and the Punjab provincial government to mitigate the effects of climate change, specifically severe flooding. The project will consist of a multi-day series of short workshops with U.S. subject matter experts and include both female and male NGO and government respresentatives. The project output will be a practical flood resilience and mitigation action plan to support provincial efforts in combatting flooding and its effects. Increasing the capacity of Pakistani NGOs and the Punjab provincial government to mitigate the effects of flooding will contribute the building community-level resilience to climate change and enhance the ability of NGOs and the government to bring out positive change in governmental policies to address this issue. The project can be online, hybrid, or in-person.

Climate Change and Environmental Protection $500,000.00

The Public Affairs Section (PAS) of the U.S. Mission to Pakistan is pleased to announce an open competition for three (3) related grant proposals, contingent on funding availability, through the Public Diplomacy Grants Program. Under this Notice of Funding Opportunity (NOFO), PAS seeks proposals to establish partnerships between U.S. and Pakistani universities (for two of the proposals described below), and organizations (for one of the proposals described below) to build Pakistani capacity to adapt to and mitigate climate change. The partnerships will facilitate curriculum development, collaborative research, virtual exchanges, sharing of resources, professional development, and exchanges.For these three related proposals noted above, each project will require a separate application. Applicants MUST submit a separate Application Summary Coversheet for each proposal and must clearly outline the project goal and objectives addressed within each proposal. Universities and organizations are permitted to separately apply for one, two, or all three project proposals under this NOFO.The selected applicant and its proposed sub-partners must be a legally recognized non-profit and non-governmental organization(s), that meet U.S. and Pakistan technical and legal requirements to develop and implement public diplomacy programs as specified in Section C. Climate Change and Conflict Resolution TechCamp $100,000.00

Based on funding availability, this project will connect university students and youth influencers from Khyber Pakhtunkhwa province with subject matter and technology experts to build capacity to identify local challenges caused by climate change, resource scarcity, and pollution, and then propose and implement activities that help address those issues at the community level.

Promoting a Culture of Inclusion and Research $100,000.00

The Public Affairs Section (PAS) of the U.S. Consulate in Karachi is pleased to announce an open competition seeking proposals for a grant, contingent on funding, to establish a University Partnership Consortium between one or more accredited, four-year Historically Black College or University (HBCU) and University of Sindh and/or Shah Abdul Latif University. Accredited four-year HBCUs meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) are eligible and encouraged to apply. Under this Notice of Funding Opportunity (NOFO), PAS seeks proposals that will strengthen the research capacity and advance a culture of research at these Pakistani institutions, while promoting minority inclusion and establishing an international linkage for follow-on collaboration. Proposals should address how activities will impart greater understanding of contemporary research issues, improve research methods, and facilitate faculty development. Proposals have a funding floor of $30,000 and a funding ceiling of $100,000 for a project of up to an 18-month duration.
