The Small Community Program was established by the Wendell H. Ford Aviation Investment and Reform Act for the 21st Century (Pub. L. No. 106-181), reauthorized by the Vision 100-Century of Aviation Reauthorization Act (Pub. L. No. 108-176), and subsequently reauthorized by the FAA Modernization and Reform Act of 2012 (Pub. L. No. 112-95) as amended, the Disaster Tax Relief and Airport and Airway Extension Act of 2017 (Pub. L. No. 115-63), and the FAA Reauthorization Act of 2018 (Pub. L. No. 115-254) (FAA 2018). The program is codified at 49 U.S.C. § 41743. The program is designed to provide financial assistance to small communities to help them enhance their air service. The Department provides this assistance in the form of grants that are disbursed on a reimbursable basis.The Small Community Program is authorized to receive appropriations under 49 U.S.C. § 41743(e)(2). Appropriations are provided for this program for award selection in FY 2022 pursuant to the Consolidated Appropriations Act, 2022 (Pub. L. No. 117-103).

University Partnership Program $590,000.00

The U.S. Department of Transportation’s Office of International Transportation & Trade seeks proposals from qualified applicants to enter into a cooperative agreement with the Department to support collaboration between and among American and Southeast Asia university educators and students within the Association of Southeast Asian Nations (ASEAN) region as part of the U.S.-ASEAN Smart Cities Partnership (USASCP) Transportation Program and Mekong-U.S. Partnership (MUSP)’s Regional Connectivity Program in a University Partnership Program (UPP). This opportunity is available to organizations with established relationships with universities in the ASEAN and US region that can demonstrate their ability to identify, launch and manage collaborative working arrangements between academic and government stakeholders both in the United States and ASEAN region. Additional consideration will be given to entities able to show expertise in areas of interest: USASCP City Pairs: user-centered design of mobility solutions, integration of various mobility options, and data-informed planning and sidewalk and street redesigns to promote the safe, efficient movement of people, and other related topics. Mekong Regional Connectivity Program: multimodal connectivity; governance, transparency, and high standards; climate resilience; gender, social inclusion, and equity; safety; performance-based planning; sustainable financing; border crossings; and asset management. The UPP Program’s intended impacts are to: Support the success of the USASCP City Pair work plans by developing partnership opportunities whereby university students in the ASEAN region are empowered to take on meaningful work that both benefits their academic advancement and the goals of the city pairs and/or Mekong Regional Connectivity Program. Collaborate with ASEAN universities and related stakeholders (local governments, etc.) to support knowledge transfer activities that build local capacity to take on activities similar to those identified in the USASCP Work Plans and Mekong Regional Connectivity Program. Support a shared knowledge base across the ASEAN community that reduces barriers to the implementation of mobility innovations inspired by or related to the USASCP projects and regional connectivity related to the Mekong Regional Connectivity Program. Foster innovation in areas including system integration, partnerships, innovative business models and equity of service delivery within the ASEAN region. Identify and respond to project-specific challenges, serving as a central point of contact with USDOT and related stakeholders to collaboratively address implementation challenges. Produce project-end reports that detail the challenges and accomplishments of the program in support of the capacity-building objective. The USASCP:UPP will be funded as a cooperative agreement for an initial period of two years funded at $590,000. The USASCP: UPP will be fully federally funded. No local match is required. Eligible applicants include nonprofit organizations including colleges and universities and related research organizations.

FY 2023 National Infrastructure Investments $25,000,000.00

The Infrastructure Investment and Jobs Act of 2021 (“Bipartisan Infrastructure Law,” or “BIL”) authorized and appropriated $1.5 billion to be awarded by the Department of Transportation (“DOT”) for Local and Regional Project Assistance Program Grants under National Infrastructure Investments in FY 2023. This Notice of Funding Opportunity (NOFO) solicits applications for projects funded under the Local and Regional Project Assistance Program, known as the RAISE Grants program. If the FY 2023 Appropriations Act provides additional funding for the RAISE grants program and/or significantly different requirements for National Infrastructure Investment funds, the Department will amend this Notice with guidance on additional requirements.As with previous rounds, funds for the FY 2023 RAISE Transportation program are to be awarded on a competitive basis for projects that will have a significant local or regional impact.

Notice of Funding Opportunity to Establish Cooperative Agreements with Technical Assistance Providers for the Fiscal Year 2022 Thriving Communities Program $8,000,000.00

This Notice of Funding Opportunity (NOFO) seeks to establish a national technical assistance program that will drive innovation, advance equity outcomes, and build a national pipeline of community-driven infrastructure projects. In its first year, TCP will provide deep-dive technical assistance to at least 30 communities. This will be done through cooperative agreements with eligible parties to help those communities with the highest degree of burden and capacity constraints prepare, develop, and deliver transformative infrastructure projects. Eligible TCP applicants should propose strategies to provide deep-dive technical assistance, planning and capacity building and build a robust Community of Practice across regions involving diverse transportation and community stakeholders. Specifically, this includes facilitating the scoping, planning, development and delivery of transportation and community revitalization activities supported by DOT under titles 23, 46, and 49, United States Code, that increase mobility, reduce pollution from transportation sources, expand affordable transportation options, facilitate efficient land use, preserve or expand jobs, improve housing conditions, enhance connections to health care, education, and food security, or improve health outcomes.

Reconnecting Communities Pilot Discretionary Grant Program $100,000,000.00

The purpose of this notice is to solicit applications for Reconnecting Communities Pilot (RCP) Program grants. Safe Streets and Roads for All Discretionary Grant Program $50,000,000.00

The Department is combining three major discretionary grant programs into one Multimodal Projects Discretionary Grant (MPDG) opportunity to reduce the burden for state and local applicants and increase the pipeline of “shovel-worthy” projects that are now possible because of the Bipartisan Infrastructure Law. These investments will create good-paying jobs, grow the economy, reduce emissions, improve safety, make our transportation more sustainable and resilient, and expand transportation options in rural America and other underserved communities. Thanks to the Bipartisan Infrastructure Law, this funding will help enable more communities to build vital infrastructure projects that also strengthen supply chains and reduce costs for American families.The Rural Surface Transportation Grant Program (RURAL) was created in the Bipartisan Infrastructure Law and will support projects to improve and expand the surface transportation infrastructure in rural areas to increase connectivity, improve the safety and reliability of the movement of people and freight, and generate regional economic growth and improve quality of life. Eligible projects for Rural grants include highway, bridge, and tunnel projects that help improve freight, safety, and provide or increase access to an agricultural, commercial, energy, or transportation facilities that support the economy of a rural area. This year alone, DOT will award up to $300 million in grants through the rural program—part of the $2 billion included in the Bipartisan Infrastructure Law over five years.

The program will provide grants on a competitive basis to support multijurisdictional or regional projects of significance that may also cut across multiple modes of transportation. Eligible projects could include highway, bridge, freight, port, passenger rail, and public transportation projects of national and regional significance. These could be bridges or tunnels connecting two states; new rail and transit lines that improve equity and reduce emissions; and freight hubs integrating ship, train and truck traffic while improving environmental justice. DOT will award 50 percent of funding to projects greater than $500 million in cost, and 50 percent to projects greater than $100 million but less than $500 million in cost. The program will receive up to $1 billion this year alone and be able to provide multi-year funding to projects.

Regional Infrastructure Accelerator Program Notice of Funding Opportunity $5,000,000.00

Section 1441 of the FAST Act authorized the establishment of the Regional Infrastructure Accelerators (RIA) demonstration program to assist entities in developing improved infrastructure priorities and financing strategies for the accelerated delivery of a project that is eligible for funding under the Transportation Infrastructure Finance and Innovation Act of 1998 (TIFIA) program under Chapter 6 of Title 23, United States Code. The Further Consolidated Appropriations Act, 2020, enacted on December 20, 2019, appropriated $5 million for this program. As a part of the implementation plan, the Bureau is issuing this Notice of Funding Opportunity (NOFO) to solicit applications for designating and funding an RIA that will: 1) serve a defined geographic area; 2) act as a resource to qualified entities in the geographic area in accordance with Section 1441 of the FAST Act; and 3) demonstrate the effectiveness of an RIA to accelerate the delivery of eligible projects through the Bureau’s innovative financing programs including the TIFIA credit program, and, to the extent applicable, the Railroad Rehabilitation and Improvement Financing (RRIF) credit program and Private Activity Bonds (PABs) and other innovative financing methods.
