What does this program do?The purpose of HBIIP is to increase significantly the sales and use of higher blends of ethanol and biodiesel by expanding the infrastructure for renewable fuels derived from U.S. agricultural products.The program is also intended to encourage a more comprehensive approach to market higher blends by sharing the costs related to building out biofuel-related infrastructure.Who may apply?Transportation fueling facilities including:Fueling stations, convenience stores, hypermarket fueling stations, fleet facilities (including rail and marine), and similar entities with capital investments;Fuel distribution facilities, such as:Terminal operations, depots, and midstream partners, and similarly equivalent operations.What funding is available?Under HBIIP, approximately $100 million is made available to:Fueling stations, convenience stores, hypermarket fueling stations, fleet facilities, and similar entities with capital investments) for eligible implementation activities related to higher blends of fuel ethanol greater than 10 percent ethanol, such as E15 or higher; and biodiesel greater than 5 percent biodiesel, such as B20 or higher; andTerminal operations, depots, and midstream partners, for eligible implementation activities related to higher blends of fuel ethanol greater than 10 percent ethanol, such as E15 or higher, and biodiesel greater than 5 percent biodiesel, such as B20 or higher.What are the terms?Awards to successful applicants will be in the form of cost-share grants for up to 50 percent of total eligible project costs, but not to exceed $5 million, whichever is less.

Meat and Poultry Intermediary Lending Program $15,000,000.00

Meat and Poultry Processing Intermediary Lending Program (MPILP) grants are available to qualified applicants (intermediary lenders) to facilitate financing for the start-up, expansion, and operation of entities engaged in primary processing (slaughter) or further processing of meat and poultry, to strengthen the financing capacity for independent processors, and to help create a more resilient, diverse, and secure U.S. food supply chain. The MPILP will also help strengthen the capacity of lenders that are financing or plan to finance meat or poultry processors. Eligible processing facilities include USDA inspected facilities that process amenable species under a Federal Grant of Inspection, facilities that process nonamenable species eligible for voluntary USDA inspection, state or tribal inspected facilities that adhere to USDA regulations, and custom exempt facilities that adhere to USDA regulations. As reflected in the public comments to AMS–TM–21–0058, Investments and Opportunities for Meat and Poultry Processing Infrastructure, 86 FR 37728 (July 16, 2021), access to capital through loans was identified as a need for small and mid-sized meat and poultry processors. This program will expand access to financing for meat and poultry processing in the near term and will build financing capacity longer term. This program will facilitate access to affordable capital to address the ongoing need for meat and poultry processing enterprises in America’s rural and urban communities, as there are no geographic restrictions. Socially Disadvantaged Groups Grant $175,000.00

The Rural Business-Cooperative Service announces the availability of $3,000,000 in competitive grant funds for the FY 2022 Socially-Disadvantaged Groups Grant (SDGG) program. The purpose of this program is to provide technical assistance to Socially-Disadvantaged Groups in rural areas. Eligible applicants include Cooperatives, Groups of Cooperatives, and Cooperative Development Centers. This program supports Rural Development’s (RD) mission of improving the quality of life for rural Americans and commitment to directing resources to those who most need them.

Rural Cooperative Development Grant $200,000.00

The primary objective of the RCDG program is to improve the economic condition of rural areas by assisting individuals or entities in the startup, expansion or operational improvement of rural cooperatives and other business entities. Grants are awarded competitively on an annual basis to Rural Cooperative Development Centers who in turn provide technical assistance to individuals and entities.

Value-Added Producer Grant $250,000.00

The objective of this grant program is to assist viable Independent Producers, Agricultural Producer Groups, Farmer and Rancher Cooperatives, and Majority-Controlled Producer-Based Businesses in starting or expanding value-added activities related to the processing and/or marketing of Value-Added Agricultural Products. Grants will be awarded competitively for either planning or working capital projects directly related to the processing and/or marketing of value-added products. Generating new products, creating and expanding marketing opportunities, and increasing producer income are the end goals of the program. All proposals must demonstrate economic viability and sustainability to compete for funding.
