SUMMARY: The Department of Veterans Affairs (VA) is announcing the availability of funding for new grants under the Per Diem Only (PDO) grant component of the VA Homeless Providers Grant and Per Diem (GPD) program in an effort to reduce homelessness among Veterans. Applications for assistance are being accepted from eligible entities to provide per diem payments for facilitating housing stabilization for Veterans experiencing homelessness. Funding will support PDO transitional supportive housing bed models and service centers. These PDO service models are designed to meet different Veteran populations at various stages as they move to stable housing. VA anticipates that the grants will be for a period of 3 years starting in fiscal year (FY) 2024 on October 1, 2023 and ending September 30, 2026. VA anticipates awarding approximately 10,500 transitional supportive housing beds and 15 service centers nationwide. Applications will be accepted either for transitional supportive housing beds or for a service center. Applications for transitional supportive housing may include one or a combination of bed models (i.e., Bridge Housing, Clinical Treatment, Hospital to Housing, Low Demand and/or Service Intensive Transitional Housing). Each application for transitional supportive housing beds must include a minimum of one housing model per application and a minimum of five beds per housing model. Applications may not request both transitional supportive housing beds and a service center within the same application. DATES: Applications for grants must be received by the GPD National Program Office no later than 4:00 p.m. Eastern Time on Monday, February 6, 2023. In the interest of fairness to all, this deadline is firm as to date and hour. VA will treat any application received after the deadline as ineligible. Applicants should take this practice into account and submit their materials early to avoid the risk of unanticipated delays, computer service outages or other submission-related problems that might result in ineligibility. The program provides application assistance, partnership development and capacity building activities for eligible California Climate Investments applicants and is administered by the Strategic Growth Council to create more equitable opportunities by helping under-resourced applicants access funding.

The California Climate Investments Technical Assistance Program supports communities in applying to the California Climate Investments (CCI) funding programs. Created in 2016, the program aims to level the playing field for applicants that may lack the capacity to successfully access these funds, particularly those in that live in the state’s most disadvantaged communities. The Strategic Growth Council (SGC) works alongside a number of State agencies that implement CCI programs to provide application assistance, partnership development and capacity building activities to eligible applicants, enabling them to positively impact their communities. 

Each California Climate Investments program has its own set of goals and intended outcomes, meaning specific technical expertise is often required. In order to provide assistance that is tailored to each program, the SGC has divided resources amongst many of the agencies that administer programs. In many cases, technical assistance is provided through a partnership between state agencies and outside organizations with expertise in each program’s focus. A description of each of the participating CCI programs is listed below.

Equitable Access to Community-based Solar

Applications for assistance are being accepted from eligible entities to provide per diem payments for the TIP transitional housing model to facilitate housing stabilization for Veterans experiencing homelessness. The TIP housing model offers Veteran residents housing in which supportive services transition out of the residence over time, rather than the resident. This allows the Veteran to remain in the unit instead of being forced to find other housing while stabilizing. VA anticipates that the grants will be for a period of 3 years starting in fiscal year (FY) 2024 on October 1, 2023 and ending September 30, 2026. VA anticipates awarding approximately 600 TIP beds nationwide. Applications must include a minimum of 5 TIP beds and up to a maximum of 20 TIP beds, per VA medical facility catchment area, per each applicant’s employer identification number (EIN). AmeriCorps grants are awarded to eligible organizations proposing to engage AmeriCorps members in evidence-based or evidence-informed interventions to strengthen communities. An AmeriCorps member is an individual who engages in community service through an approved national service position. Members may receive a living allowance and other benefits while serving. Upon successful completion of their service, members earn a Segal AmeriCorps Education Award from the National Service Trust that members can use to pay for higher education expenses or apply to qualified student loans.

The Rural Housing Service (RHS) announces that it is soliciting applications under its Housing Preservation Grant (HPG) program. The HPG program is a grant program which provides qualified public agencies, private nonprofit organizations, which may include but not be limited to, Faith-Based and Community Organizations, and other eligible entities grant funds to assist very low- and low-income homeowners in repairing and rehabilitating their homes in rural areas. In addition, the HPG program assists rental property owners and cooperative housing complexes in repairing and rehabilitating their units if they agree to make such units available to low- and very low-income persons. This action is taken to comply with Agency regulations found in 7 CFR part 1944, subpart N, which require the Agency to announce the opening and closing dates for receipt of preapplications for HPG funds from eligible applicants. The intended effect of this Notice is to provide eligible organizations notice of these dates.

This program helps qualified non-profits create a revolving loan fund (RLF) that can provided financing for the extension and improvement of water and waste disposal systems in rural areas.

Community Air Protection funds allow for immediate actions to improve the air quality of the most impacted communities across the state, while the other aspects of AB 617 are developed and implemented. Partnering with communities is essential to the success of these incentives, and both the California Air Resources Board (CARB) and air districts are looking to local community members and groups to help identify funding priorities

AmeriCorps brings people together to tackle some of the country’s most pressing challenges through national service and volunteerism. AmeriCorps members and AmeriCorps Seniors volunteers serve with organizations dedicated to the improvement of communities and those serving. AmeriCorps helps make service a cornerstone of our national culture.In addition, while AmeriCorps Seniors volunteers serve, there is the opportunity to build new skills, explore a variety of careers, and build strong networks to support employment goals after their service is complete. This combination of service, training, and follow-up mentoring together serve the basis of this exciting funding opportunity.Older adult workers, those age 55 and older, may find it challenging to move to a new career of interest, or return to the workforce after being absent for a period of time. There are many reasons for this challenge –ranging from lack of support for older workers, to age discrimination, or the perception that older workers are not considered viable candidates for a position. Whatever the reason, there remain barriers to workers aged 55 and older securing and retaining employment.AmeriCorps Seniors is publishing this funding notice with the purpose of creating the AmeriCorps Seniors Workforce Development Senior Demonstration Program (herein referred to as WFD) to support projects focused on supporting older adults as they seek to secure employment in professional, skilled labor, or para-professional careers. In addition, AmeriCorps Seniors is partnering with Public Health AmeriCorps, which seeks to support projects that address the public health needs of local communities, advance health equity and create pathways to public health careers for older adults. Applicants that propose public health careers programming would apply via the Public Health Careers Track. All other career programming will apply via the non-public health careers track. Through WFD funding opportunities, applicants must demonstrate how they will engage adults ages 55 and older, using service opportunities, certification, training, and mentoring as the avenue that will lead to employment in skilled, professional, and/or para-professional career employment.

Through the Native Nations and Indigenous Elders SDP funding opportunity, applicants must demonstrate how they will engage adults ages 55 and older to address one or more of the Native Nations & Indigenous Elders SDP priorities.
