Eligible projects described in section 148(a)(4) are strategies, activities, and projects on a public road that are consistent with a transportation safety plan and that (i) correct or improve a hazardous road location or feature, or (ii) address a highway safety problem. TTPSF emphasizes the development of strategic transportation safety plans using a data-driven process as a means for Tribes to identify transportation safety needs and determine how those needs will be addressed in Tribal communities. FHWA has identified four eligibility categories: transportation safety plans; data assessment, improvement, and analysis activities; systemic roadway departure countermeasures; and infrastructure improvements and other eligible activities as listed in 23 U.S.C. § 148(a)(4).

Adopting a Public Health Approach to Traffic Safety $476,932.00

The purpose of the Cooperative Agreement (CA) will be to develop a new program to build the capacity of State and local traffic agencies to address traffic safety issues using a public health approach. This program will be a pilot program, to be implemented with a limited number of local and State entities. To meet this purpose, NHTSA will provide financial assistance to a public health organization to develop methodologies and tools to adopt a public health approach to preventing motor-vehicle-crash-related injury and death, while also considering opportunities to address equity in highway traffic safety. The Recipient may establish one (1) Public Health Expert who may carry out the following performance goals to meet the purpose and objectives of the Agreement:• Inform State and local traffic agencies (e.g. State Highway Safety Offices) of the public health approach to traffic safety and its benefits• Develop new assessment and monitoring tools to investigate and address the traffic safety hazards including impaired driving and occupant protection• Facilitate community mobilization and partnerships between State and local traffic safety agencies and State and local public health agencies to implement best practices; as well as to assess equity disparities resulting from previous and current approachesIndicators for these outcomes can include but are not limited to a review of current applicable literature, the creation of a virtual resource database, the publication of case studies, and ongoing educational events such as webinars where information can be discussed. Success will be measured by participating State and local traffic safety agencies’ perceptions and sustained relationships with public health partners.

Advanced Transportation and Congestion Management Technologies Deployment Initiative $12,000,000.00

Advanced Transportation Technologies and Innovative Mobility Deployment (ATTIMD) Program $12,000,000.00

The Advanced Transportation Technologies and Innovative Mobility Deployment Program (ATTIMD), established in Section 503(c)(4) of title 23, United States Code (U.S.C.), also known as the Advanced Transportation Technology and Innovation (ATTAIN) Program, directs FHWA to award grants to eligible entities to deploy, install, and operate advanced transportation technologies to improve safety, mobility, efficiency, system performance, intermodal connectivity, and infrastructure return on investment. FHWA intends for these model technology deployments to help demonstrate how emerging transportation technologies, data, and their applications can be effectively deployed and integrated with existing systems to provide access to essential services and other destinations. This also includes efforts to increase connectivity to employment, education, services, and other opportunities; support workforce development; or contribute to increased mobility, particularly for persons with visible and hidden disabilities and elderly individuals. The Assistance Listing Number for this opportunity is 20.200 – Highway Research and Development. The Federal Highway Administration (FHWA) hereby requests applications to result in awards to eligible entities to deploy, install, and operate advanced transportation technologies to improve safety, mobility, efficiency, system performance, intermodal connectivity, and infrastructure return on investment. These model deployments are expected to provide benefits in the form of: reduced traffic-related fatalities and injuries; reduced traffic congestion and improved travel time reliability; reduced transportation-related emissions; optimized multimodal system performance; improved access to transportation alternatives, including for underserved populations; improved integration of payment systems; public access to real-time integrated traffic, transit, and multimodal transportation information to make informed travel decisions; cost savings to transportation agencies, businesses, and the traveling public; or other benefits to transportation users and the general public. This competitive ATTAIN Program will promote the use of innovative transportation solutions. The deployment of these technologies will provide Congress and FHWA with valuable real-life data and feedback to inform future decision-making. Cost Sharing: Cost-sharing or matching is required, with the maximum Federal share being 80 percent; hence, this NOFO requires a minimum non-Federal cost share of 20 percent. Cost sharing or matching means the portion of project costs not paid by Federal funds. NOTE: FHWA previously issued six NOFOs for the Advanced Transportation and Congestion Management Technologies Deployment (ATCMTD) Grant Program before the program was amended and renamed to the Advanced Transportation Technologies and Innovative Mobility Deployment Program by Section 13006 of the Infrastructure Investment and Jobs Act (IIJA) (Public Law 117-58, also known as the “Bipartisan Infrastructure Law” (BIL)).

Agricultural Tractor Replacement Program No Due Date Given Varies

The Agricultural Tractor Replacement Program provides incentive funds for the replacement of in-use, off-road mobile equipment that are engaged in agricultural operations as defined by the California Air Resources Board. Funds are provided on a first come, first serve basis and applicants must obtain approval and have a signed, executed contract from the SJVAPCD prior to purchase of new equipment. Any equipment purchased prior to contract execution is ineligible as this is not a rebate program.

Antelope Valley AQMD EV Charging Stations Program No Due Date Given Varies

This incentive based program is to encourage local entities within the Antelope Valley Air Quality Management District (AVAQMD) to install electric vehicle charging stations to offer public options for electric vehicle charging.  Ideal project sites include but are not limited to retail centers, multi-unit dwellings, workplaces, hospitals, public transit stations, and park & rides.  This program will reimburse District Board approved projects up to 80 percent of the total costs of infrastructure, charging equipment and installation where the maximum funding amount is determined by meeting general criteria.

Bay Area Air Quality Management District's Vehicle Trip Reduction Grant Program $1,500,000.00

The Vehicle Trip Reduction Grant Program is currently accepting applications. Eligible projects will be awarded on a first-come, first-served basis until funding is exhausted.

For fiscal year ending 2020, approximately $6 million in funding is available for award to public agencies through the Vehicle Trip Reduction Grant Program, for transportation services (including first- and last-mile connection) and bicycle infrastructure projects that will reduce vehicle trips.

This program is funded through the Air District’s Transportation Fund for Clean Air Regional Fund, which provides grants to improve air quality within the nine-county Bay Area by reducing emissions of criteria pollutants from on-road vehicles.

On-Road Clean Air Vehicles and Infrastructure

The Air District offers funds for the following:

Trucks: Funding is available to replace or repower on-road vehicles with newer, lower-emission equipment through our Carl Moyer Program, or the Goods Movement Program.

Electric Vehicle Charging Stations: Funding is available for public agencies and businesses to expand the network of publicly available plug-in electric charging stations at workplaces, multifamily dwelling units, and public locations.

Light Duty EVs in fleets: Funding is available to public agencies and businesses for the purchase or lease of zero-emissions light-duty vehicles in very high-mileage fleets.

School Buses: Funding is available to public agencies and businesses to replace or repower public school buses, replace on-board natural gas tanks, and to install charging/fueling infrastructure as part of an equipment project.

Off-Road Equipment

Off-road Equipment: Upgrade or replace off-road diesel equipment.

Marine Vessels: Upgrade or replace commercial diesel-powered marine vessels.
