This funding opportunity is provided to carry out the animal health provision as described in Section 1001 of the American Rescue Plan Act (ARP). Through this provision, APHIS will provide funds to address gaps in surveillance of SARS-CoV-2 in animals, determine susceptibility of target species to SARS-CoV-2, understand transmission mechanisms in different animals, develop and optimize SARS-CoV-2 diagnostics and surveillance strategies for multiple species, and develop prevention and intervention strategies. An eligible applicant may submit multiple proposals for this funding opportunity, requesting up to $5,000,000 per proposal for SARS-CoV-2 in Animals activities. ALTERNATIVE TO OPEN Ag BURNING INCENTIVE PILOT PROGRAM No Due Date Given Varies

The Alternative to Agricultural Open Burning Incentive Pilot Program provides incentives to commercial agricultural operations located within Valley Air District boundaries to chip or shred agricultural material. The material must be used for soil incorporation or land application on agricultural land as an alternative to the open burning of the agricultural materials. Agriculture and Food Research Initiative - Education and Workforce Development Varies

The Agriculture and Food Research Initiative - Education and Workforce Development (EWD) focuses on developing the next generation of research, education, and extension professionals in the food and agricultural sciences. In FY 2019, EWD invites applications in five areas: professional development for agricultural literacy; training of undergraduate students in research and extension; fellowships for predoctoral candidates; fellowships for postdoctoral scholars, and a brand new program for agricultural workforce training. Electrified Dairy Feed Mixing Program No Due Date Given Varies

The District has developed this new pilot incentive program to target the installation of electric feed mixing equipment and further reduce diesel emissions from tractors and other mobile equipment and vehicles at Valley dairies and other confined animal feeding operations (CAFOs). The primary emission reductions from this program will be from the elimination of existing ag tractors that mix and deliver feed, the elimination or reduction in usage of on-road trucks used to deliver feed, and reduction in usage of any remaining off-road equipment used in the feeding process. Further emission reductions and cost-savings to Valley dairies and CAFO's will be achieved through increased efficiencies of the new systems that result in an overall reduction in feed mixing equipment usage. Due to the complexity of this program, it is strongly advised that interested applicants speak with program staff to ensure proper submittal of an application.

Specialty Crop Block Grant Program – Farm Bill 2023 Varies

The U.S. Department of Agriculture (USDA), Agricultural Marketing Service (AMS), requests applications for the fiscal year (FY) 2023 Specialty Crop Block Grant Program (SCBGP) to award grants to eligible State departments of agriculture to carry out projects that enhance the competitiveness of specialty crops. The SCBGP assists State departments of agriculture in the 50 States, American Samoa, the Commonwealth of the Northern Mariana Islands, the Commonwealth of Puerto Rico, the District of Columbia, Guam, and the U.S. Virgin Islands to enhance the competitiveness of specialty crops by— (1) leveraging efforts to market and promote specialty crops; (2) assisting producers with research and development relevant to specialty crops; (3) expanding availability and access to specialty crops; and (4) addressing local, regional, and national challenges confronting specialty crop producers. Specialty crops are fruits and vegetables, dried fruit, tree nuts, horticulture, and nursery crops (including floriculture). Household Water Well Program Varies

The HWWS Grant Program has been established to help individuals with low to moderate incomes finance the costs of household water wells that they own or will own. Eligible Grant Purposes a. Grant funds must be used to establish and maintain a revolving loan fund to provide loans to eligible individuals for household water well systems. b. Individuals may use the loans to construct, refurbish, rehabilitate, or replace household water well systems up to the point of entry of a home. Point of entry for the well system is the junction where the water enters into a home water delivery system after being pumped from a well. c. Grant funds may be used to pay administrative expenses associated with providing Household Water Well loans.

Ag Pump Program No Due Date Given Varies

This program provides incentives for engine replacement (repower) of engines/motors used to power agricultural irrigation pumps. Funds are provided on a first come, first serve basis and applicants must obtain approval and have a signed, executed contract from the SJVAPCD prior to purchase of new equipment. Any equipment purchased prior to contract execution is ineligible as this is not a rebate program.

One of South Coast AQMD’s roles is to encourage the immediate use of commercially available, low, near-zero and zero emissions mobile and stationary technologies.  A variety of financial incentives, which include grants for incremental funding, subsidies or vouchers, are designed to promote voluntary introduction of new technologies on an accelerated schedule.  These incentives also provide manufacturers with justification to gear up for mass production of cleaner technologies.

Local Food for Schools Cooperative Agreement Program (LFS) Varies

The U.S. Department of Agriculture (USDA), Agricultural Marketing Service (AMS), requests applications from state governments for the Local Food for Schools (LFS) Program. The goal will be to establish cooperative agreements with state governments for the purpose of purchasing domestic, locally grown foods from local producers, small businesses, and socially disadvantaged farmers/producers for distribution to schools. AMS will make only one award per state government; agencies within the state must coordinate if more than one agency wishes to implement this program. The state governments can also partner with local organizations. Up to $200 million is available from funds authorized under section 5(c) of the Commodity Credit Corporation Charter Act (15 USC 714c(c)). This announcement identifies the eligibility criteria for LFS applicants, the application forms, and associated instructions needed to apply for an LFS award. AMS encourages applications that benefit both small businesses and socially disadvantaged farmers/producers and provides food distribution to schools. For cooperative agreements intending to serve these entities, applicants should engage and involve those beneficiaries when developing projects and applications. AMS would like these relationships and purchase and distribution channels to continue past the conclusion of this program.
