The Residential Energy Efficiency Loan (REEL) program was designed to help California homeowners and renters access affordable financing for energy efficiency projects.

Owners of any residential property are eligible for the REEL program, as are renters at the discretion of the lender and with the property owner’s permission. Customers may upgrade a single-family home, townhome, condo, duplex, triplex, fourplex or manufactured home. And, with REEL, renovations for up to four units can be bundled into the same loan.

Eligibility requires that the property receive electric or natural gas service from Pacific Gas and Electric Company (PG&E®), San Diego Gas & Electric Company (SDG&E®), Southern California Edison (SCE®) or Southern California Gas Company (SoCalGas®). Reduce before you produce! The REEL program prioritizes energy reduction (through energy efficiency) over energy production. At this time, lenders are not offering solar loans through the REEL program.

With different lenders and loan options, there’s a REEL solution for your home improvement needs.

This program provides incentives for engine replacement (repower) or retrofit of off-road self-propelled vehicles such as tractors, backhoes, excavators, etc. Funds are provided on a first come, first serve basis and applicants must obtain approval and have a signed, executed contract from the SJVAPCD prior to purchase of new equipment. Any equipment purchased prior to contract execution is ineligible as this is not a rebate program.

The program offers deep discounts and, for low income qualified, may be free to some. See the FAQ below more details. In the process of reducing emissions from wood burning devices, South Coast AQMD is offering an incentive for residents, renters (with landlord approval), or landlords of a rental property in the areas surrounding cities of Riverside and San Bernardino or the community of Boyle Heights to replace their wood burning device. If you are a resident of one of these areas you may be eligible to receive funds for an installation of a cleaner burning alternative.

Receive a PG&E rebate with qualifying smart thermostats

Save up to $390 on cooling and heating costs and increase comfort by replacing your manual or programmable thermostat with a new ENERGY STAR® smart thermostat. For a limited time, receive a rebate of up to $120 when you purchase an eligible model and sign up for a Time-of-Use rate plan.

Customer eligibility

• Installation address must have an electric and/or gas account with PG&E.
• Residence must have a central heating and/or air-conditioning (HVAC) system.
• For $70 Time-of-Use rebate, customers already on a Time-of-Use rate may qualify as long as all other eligibility requirements are met. In these cases, their rate will not be changed.

Key rebate terms

• Smart thermostat must be new and replace an existing manual or programmable thermostat.
• Smart thermostat must be installed and connected to Wi-Fi.
• PG&E does not provide service support for the installed smart thermostat. Please contact the retailer or manufacturer for warranty information. See do-it-yourself installation information below.
• Rebates are available on a first-come, first-served basis, while supplies last. Eligibility and amounts are subject to change at any time.
• For a full list of requirements, review terms and conditions for residential customers.
• Customers who elect to change to a Time-of-Use rate plan do not need to change their rate through the website. Once a customer selects the appropriate rebate in the erebate process, they will be placed on TOU-C which has Peak (higher price) hours from 4 p.m. to 9 p.m. every day and Off-Peak (lower price) hours before 4 p.m. and after 9 p.m. every day. After, purchasing, installing, and ensuring your smart thermostat meets the above requirements, apply for an online rebate, and ensure to include the required attachments described below in "Apply for your rebate online".

Community Air Protection funds allow for immediate actions to improve the air quality of the most impacted communities across the state, while the other aspects of AB 617 are developed and implemented. Partnering with communities is essential to the success of these incentives, and both the California Air Resources Board (CARB) and air districts are looking to local community members and groups to help identify funding priorities

The South Coast Air Quality Management District (South Coast AQMD) and the Mobile Source Air Pollution Reduction Review Committee (MSRC) has established a residential Electric Vehicle (EV) charging incentive program to offset Level 2 (240v) EV charger hardware costs. This program will be available to residents within the South Coast AQMD’s four-county jurisdiction.

The program will provide an incentive to buy-down the cost of residential chargers, which typically range from $400-$800. The program is administered on a first-come, first-served basis and provides up to a $250 rebate or the cost paid for the charger, whichever is lower.  Low-income residents can qualify for a total rebate of $500 or the cost paid for the charger, whichever is lower

The California Public Utilities Commission authorized the California investor-owned utilities (PG&E®, SDG&E®, SCE® and SoCalGas®) to collaborate with certain state agencies in the development of energy efficiency financing programs and to assist in building awareness about them. Consumers are encouraged to explore lending options for the financing of energy improvements that can make homes and businesses more efficient and comfortable.

NMFS, in coordination with the New England and Mid-Atlantic Fishery Management Councils (Councils), is soliciting proposals under the Monkfish Research Set Aside (RSA) Program. Projects funded under the Monkfish RSA Program must enhance the knowledge of the monkfish fishery resource or contribute to the body of information on which monkfish management decisions are made. Priority will be given to proposals that investigate research priorities developed by the Council, which are detailed under the Program Priorities section of this announcement.Successful applicants will be awarded monkfish RSA days-at-sea (DAS). No federal funds are provided for research under this notification. Rather, proceeds generated from the sale of RSA DAS will be used to fund approved activities.New Program Requirements and Updates:Commercial Fishing Vessel Safety: Fieldwork activities may require additional safety inspections and permitting per US Coast Guard safety requirements. Documentation must be filed with NOAA and approved prior to initiating on-water activities. Complete information concerning this requirement is provided under section IV.B of this announcement.Recipients will be required to submit receipts, or other proof of purchase for any equipment or supplies costing $5,000 or more. The receipts should be included on the next scheduled progress report after the purchase has been made.Section IV – The following parts within this section have been updated: Content and Form of Application; Format; Proposal Content Requirements and Guidelines; and Project Costs and Budget Narrative. Questions on the new requirements should be directed to the Program Officer.Section VI.C – Reporting. Final reports must meet Section 508 Standards. These standardsensure equitable access to final reports. Questions on this requirement should be directed to theProgram Officer.Section V.A.3 The technical score for overall application qualifications has been increased from 10 to 20 points, and now includes consideration of the applicant's knowledge and experience with how funds are derived under an RSA award, and the concept of RSA compensation fishing.

The Low-Income Weatherization Program's (LIWP's) Farmworker Housing Component installs no-cost energy efficiency improvements and/or solar PV systems for qualified farmworker households. Funded by the State of California to help households save energy and reduce greenhouse gas emissions, the program lowers energy costs for families and makes other improvements to improve the livability of housing. 

Launched in 2019, the LIWP Farmworker Housing Component provides services in the 12 counties in California that have the highest farmworker populations, including:
