This Voluntary Accelerated Vehicle Retirement (VAVR) Program is locally implemented by the Antelope Valley AQMD, not operated by the State of California.  Your participation is entirely voluntary.  Purchased vehicles will be dismantled.

Bay Area Air Quality Management District's Vehicle Trip Reduction Grant Program $1,500,000.00

The Vehicle Trip Reduction Grant Program is currently accepting applications. Eligible projects will be awarded on a first-come, first-served basis until funding is exhausted.

For fiscal year ending 2020, approximately $6 million in funding is available for award to public agencies through the Vehicle Trip Reduction Grant Program, for transportation services (including first- and last-mile connection) and bicycle infrastructure projects that will reduce vehicle trips.

This program is funded through the Air District’s Transportation Fund for Clean Air Regional Fund, which provides grants to improve air quality within the nine-county Bay Area by reducing emissions of criteria pollutants from on-road vehicles.

On-Road Clean Air Vehicles and Infrastructure

The Air District offers funds for the following:

Trucks: Funding is available to replace or repower on-road vehicles with newer, lower-emission equipment through our Carl Moyer Program, or the Goods Movement Program.

Electric Vehicle Charging Stations: Funding is available for public agencies and businesses to expand the network of publicly available plug-in electric charging stations at workplaces, multifamily dwelling units, and public locations.

Light Duty EVs in fleets: Funding is available to public agencies and businesses for the purchase or lease of zero-emissions light-duty vehicles in very high-mileage fleets.

School Buses: Funding is available to public agencies and businesses to replace or repower public school buses, replace on-board natural gas tanks, and to install charging/fueling infrastructure as part of an equipment project.

Off-Road Equipment

Off-road Equipment: Upgrade or replace off-road diesel equipment.

Marine Vessels: Upgrade or replace commercial diesel-powered marine vessels.

Agricultural Equipment: Upgrade or replace off-road diesel farm equipment.

Locomotives: Upgrade or replace locomotive equipment.

Clean Cars for All: Low-income families can scrap an old vehicle and get a grant to reduce the cost of an electric vehicle, hybrid, plug-in hybrid, or a Clipper Card.

Community Health Protection Grant Program: Community groups, neighborhood associations, and other community-based local non-profits based in AB 617 Year 2-5 communities can apply for community readiness grants.

Community Grants Program: Non-profit organizations and school communities can apply for grants to fund local projects that decrease air pollution while increasing community awareness of and engagement in air quality issues

Lawn Mower Exchange ProgramComing soon. Get paid to exchange your working gas-powered lawn mower for a new electric mower.

Vehicle Buy Back Program: Get paid to turn in your working older car or small truck for scrapping.

Wood Smoke Reduction Incentive Program: Get a rebate for decommissioning or replacing your fireplace or wood stove with qualified cleaner heating options.

Marin County Wood Stove Replacement Program

Residents of Marin County can receive up to $1,500 for the removal and replacement of non-certified wood burning appliances.

Other Opportunities

Clean Vehicle Rebate Project: This program, administered by the Center for Sustainable Energy, offers up to $5,000 in rebates for the purchase or lease of new, eligible zero-emission and plug-in hybrid light-duty vehicles.

Burn Clean No Due Date Given Varies

Replace your old wood- or pellet-burning device with a new, cleaner option! The Burn Cleaner Program helps reduce particulate matter that comes from older wood-burning devices that contribute significantly to air pollution in the Valley during the Fall and Winter months. The replacement of existing gas and electric heating devices are not eligible under the program.

Butte County AQMD Carl Moyer Program No Due Date Given Varies

The Carl Moyer Program was established in 1998 as a partnership between the California Air Resources Board (CARB) and local air districts. This grant program provides funding for replacing, repowering, or retrofitting eligible heavy-duty engines with cleaner-than-required technology.

The Funding Agricultural Replacement Measures for Emission Reductions (FARMER) Program provides funding through local air districts for agricultural harvesting equipment, heavy-duty trucks, agricultural pump engines, tractors, and other equipment used in agricultural operations. The FARMER Program is supported in part by California Climate Investments, a statewide program that puts billions of Cap-and-Trade dollars to work.

California Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project No Due Date Given Varies

The California Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP) is a unique and streamlined program to help speed the early market introduction of clean, low-carbon hybrid and electric trucks and buses. HVIP accomplishes this by addressing the biggest barrier to the purchase of medium- and heavy-duty advanced trucks: the high incremental cost of these vehicles in the early market years when production volumes are still low. All fleets are eligible, whether they're public or private, large or small. If your fleet might be interested in participating in HVIP, please visit the CALSTART website to learn more. The HVIP is administered and implemented through a partnership between ARB and CALSTART (which was selected by ARB via a competitive grant solicitation).

Charge UP! ELECTRIC VEHICLE CHARGER INCENTIVE PROGRAM No Due Date Given Varies

The District is currently accepting applications for its Charge Up! Program. This Program provides funding for public agencies, businesses, and property owners of multi-unit dwellings (i.e. apartment complexes, condominiums, etc.) in the San Joaquin Valley to install electric vehicle (EV) chargers. These chargers will support existing EV owners and encourage the growth of the clean technology in the Valley.

The Clean Green Yard Machines Commercial Voucher Program (Commercial CGYM) provides incentives for the replacement of landscape maintenance equipment to lawn care providers, such as public agencies and private entities in the San Joaquin Valley.
